Qualifications

4-year bachelor’s or Master’s degree in Statistics, Computer Science, Information Technology, MIS, Public Health or related field.
4+ years’ experience in MEAL and Data Management/MIS, preferably NGO/INGO.
Experience supervising MEAL/MIS staff.
Experience with project monitoring, evaluations, donor reporting.

Context

Relief International (RI) is an international non-profit organization that partners with communities impacted by climate change and disaster to save lives, build greater resilience and promote long-term health and wellbeing.

Our team of more than 7,000 staff and local volunteers work in 15 countries across Africa, Asia, and the Middle East, providing Health and Nutrition, WASH (Water, Sanitation, and Hygiene), Education and Livelihoods programming that creates the foundation for community resilience.

In Pakistan, RI works with government institutions, communities, local organizations and humanitarian partners to deliver safe, inclusive and accountable programs across protection, mental health and psychosocial support (MHPSS), education, health, livelihoods and WASH, including programming in Khyber Pakhtunkhwa and Balochistan.

Job Profile

Under the supervision of the RI Pakistan Country MEAL Manager, the Provincial MEAL Officer coordinates Monitoring, Evaluation, Accountability and Learning (MEAL) and Management Information Systems (MIS) for assigned projects in the province. The Officer supervises district MEAL Assistants, quality‑assures data and reports, and supports programme teams to use evidence. The role maintains independent monitoring and works with provincial programme and operational leads on field planning and follow‑up.

Key responsibilities

Context background

This role supports monitoring of the mental health and psychosocial support (MHPSS) package within the agreed results framework. This includes service quality, equitable access, participant wellbeing, coping, functioning, help‑seeking and referral completion. The Officer coordinates with MHPSS technical staff on approved outcome measures; clinical assessment, counselling and care decisions remain with qualified service providers.

A. MEAL and MIS Planning and Coordination

Lead and coordinate MEAL and MIS functions for assigned projects across the province under the Country MEAL Manager’s technical direction.
Develop and implement provincial MEAL and MIS work plans, field monitoring schedules and reporting calendars aligned with approved project objectives, organizational policies and donor requirements.
Ensure effective integration of MEAL and MIS into project design, implementation, monitoring, reporting, learning, and decision‑making.
Provide technical leadership on monitoring, evaluation, data management, accountability, learning, and evidence‑based programming.
Coordinate closely with program, finance, operations, safeguarding, and other support teams to strengthen data flow, reporting, and evidence‑based decision‑making.

B. Monitoring, Evaluation and Reporting

Monitor project implementation across target districts against planned outputs, outcomes, indicators, milestones, and objectives.
Conduct regular field monitoring visits to assess the quality, relevance, timeliness, effectiveness, inclusion, and compliance of project activities.
Maintain Indicator Performance Tracking Tables (IPTTs) using approved indicator definitions, targets, reporting periods, calculation methods and supporting evidence.
Distinguish unique participants, households, sessions and repeat service contacts. Use coded identifiers and agreed deduplication rules across activities and delivery channels; record emergency assistance separately and reconcile overlap in project‑level totals.
Analyse monitoring findings, identify implementation gaps and emerging risks, and maintain a corrective‑action tracker with responsible staff, agreed deadlines and follow‑up status.
Quality‑assure MEAL data and results sections of monthly, quarterly, semi‑annual, annual and donor reports against IPTTs, verified MIS records and monitoring findings before submission through the approved reporting line.
Ensure timely submission of accurate and quality‑assured reports to project management and the Country MEAL function.

C. Data Quality and Information Management

Maintain and improve approved project MIS tools under the Country MEAL Manager’s direction, coordinating system changes and access permissions with authorized technical staff.
Configure and test approved digital data collection forms, including validation rules and skip logic, using KoboToolbox or other authorized platforms; train users before deployment.
Maintain project databases, dashboards, tracking systems, data repositories, and information products to support program management.
Ensure data are complete, accurate and consistent, with access restricted by role. Keep identifiable clinical records and sensitive safeguarding case details outside routine MEAL databases and dashboards.
Review and validate datasets, indicator achievements, monitoring records, and project reports before submission.
Maintain data dictionaries, version control, correction logs, secure transfers and backups, and archiving and deletion in line with RI procedures. Escalate suspected data breaches promptly through designated channels.
Apply RI data quality standards and conduct routine Data Quality Assessments (DQAs), source verification and spot checks; document discrepancies and follow up on corrections.

D. Data Analysis, Evaluation and Evidence

Analyse quantitative and qualitative data, including safe disaggregation by sex, age, disability and district where required by the approved MEAL plan, to identify trends, access barriers and gaps.
Translate MEAL and MIS data into actionable evidence through dashboards, analytical summaries, visualizations, and management briefs.
Lead or support approved baseline and endline studies, knowledge, attitudes and practices (KAP) surveys, outcome monitoring, assessments and evaluations, and post‑distribution monitoring where applicable.
Support the development of sampling approaches, data collection tools, qualitative instruments, and analytical frameworks.
Coordinate safe collection and analysis of approved MHPSS outcome data, including matched baseline and endline records where required. Apply agreed denominators and improvement thresholds, document missing follow‑up data, and verify referral completion through coded status updates without collecting clinical notes.
Coordinate with internal and external evaluators and support implementation and follow‑up of evaluation recommendations.

E. Accountability and Safeguarding

Oversee the implementation and continuous improvement of the Feedback and Complaints Response Mechanism (FCRM) across the province.
Promote Accountability to Affected Populations (AAP) by ensuring communities receive clear information on project objectives, eligibility, services, safeguarding, and feedback channels.
Ensure routine feedback and complaints are logged, assigned, tracked to response and closure, and analysed for programme improvement within agreed procedures and timelines.
Independently verify whether participant identification and selection follow agreed vulnerability, inclusion and eligibility criteria; programme staff retain responsibility for selection decisions.
Monitor whether feedback channels are accessible, confidential and responsive, including for women and girls and persons with specific needs. Refer sensitive allegations promptly through designated safeguarding channels; do not investigate them or enter case details in general complaints logs.
Ensure informed consent, age‑appropriate assent and caregiver consent where required by approved procedures, data minimization and confidentiality in MEAL activities. Participation in surveys or feedback must be voluntary and must not determine access to assistance.

F. Learning and Knowledge Management

Facilitate periodic data reflection and learning sessions with program and field teams.
Document lessons, good practices and evidence of change. Obtain appropriate consent for stories and photographs and remove identifying details where disclosure could create risk.
Promote the use of MEAL and MIS evidence to inform adaptive management, program improvement, and resource allocation.
Support the use of learning and evidence in proposal development, project design, and future programming.

G. Coordination and Representation

Coordinate MEAL and MIS work with Project Managers, MHPSS Coordinators, Heads of Office, field teams and partners. Route donor and external data requests through the Country MEAL Manager and approved management channels.
Represent the provincial MEAL/MIS function in coordination and technical meetings when delegated; share only authorized, appropriately de‑identified information.
Support donor monitoring visits, audits, assessments, reviews, and external evaluations.
Liaise with the Country MEAL function to ensure consistency, quality, and compliance with organizational MEAL and MIS standards.

Qualifications

4‑years bachelors or Masters’ degreein Statistics, Computer Science, Information Technology, Management Information Systems, Public Health or a related field.
4 years’ experience in relevant field of progressive experience in Monitoring, Evaluation, Accountability, and Learning (MEAL) and Data Management/MIS, preferably with an NGO/INGO.
Demonstrated experience in supervising MEAL and/or MIS staff.
Experience in project monitoring, evaluations, assessments, data quality assurance, and donor reporting.
Strong knowledge of MEAL frameworks, logical frameworks, indicator tracking, data analysis, and reporting.
Proficiency in Microsoft Office, particularly Excel for data cleaning, validation and analysis, and digital data collection platforms such as KoboToolbox or ODK.
Strong analytical, coordination and report‑writing skills, with effective written and spoken English and Urdu and the ability to explain findings to non‑technical colleagues.
Demonstrated ability to manage sensitive personal data, apply informed‑consent procedures and handle community feedback through appropriate escalation channels.
Ability to manage multiple projects and travel regularly within the province.
Experience with Power BI, LogAlto, SPSS or other approved data analysis and visualization tools; experience monitoring MHPSS, protection or health programmes is an advantage.
Knowledge of OECD‑DAC evaluation criteria, Accountability to Affected Populations (AAP), Feedback and Complaints Response Mechanism (FCRM), safeguarding, and Core Humanitarian Standard (CHS).
Experience working with institutional donors and managing donor reporting requirements.
Knowledge of humanitarian and development programming.
Ability to communicate in Pashto or other languages used in the assigned project areas.

Management and leadership

Provide effective leadership and technical guidance to the provincial MEAL team.
