Job summary

International Rescue Committee (IRC) in Multan, Punjab, Pakistan, is seeking a MEAL Officer for a UNICEF-funded nutrition project. The role focuses on monitoring outreach and OTP facilities, ensuring data quality, and supporting the program team with evidence-based decisions.

The MEAL Officer will report to the Program Coordinator in Multan with technical guidance from the MEAL Manager in Islamabad. Travel across districts is required as part of field activities.

Qualifications

  • Bachelor's degree required; Master's degree preferred in Social Sciences, Statistics, Public Health, or related field.
  • Minimum 3 years in INGO/MEAL with at least 2 years in monitoring, evaluation, accountability and learning.
  • Experience conducting client satisfaction surveys, data quality audits and process monitoring in field settings.

About the position:

The International Rescue Committee is initiating a short-term nutrition focused project funded by UNICEF. The initial duration of the project is 4 months with possible further extension.

The project will contribute to improving the nutrition service delivery and outreach in seven districts of Punjab province.

The MEAL Officer will monitor outreach and OTP facility activities under the nutrition project, including process monitoring, client satisfaction surveys, data quality audits, and collection of client feedback. The role will support the program team with data informed decisions, maintain accurate monitoring records, and coordinate closely with field and OTP teams to ensure quality implementation. The MEAL Officer will report to the Program Coordinator in Multan, with a technical reporting line to the MEAL Manager in Islamabad.

Major Responsibilities:
Process Monitoring
  • Conduct regular process monitoring of outreach activities and OTP facilities to check quality of implementation against agreed standards.
  • Track progress of project activities against output and outcome level indicators, using standardized formats and systems.
  • Support the program team in taking data informed decisions based on monitoring findings.
Client Satisfaction and Feedback
  • Conduct client satisfaction surveys among beneficiaries at OTP sites and community level.
  • Collect proactive and reactive feedback from beneficiaries and caregivers, and share findings with the project team for informed decision making.
  • Support functioning of the Client Feedback and Complaints Response Mechanism at field level, in line with IRC procedures.
Reporting and Documentation
  • Conduct data quality assessments and audits at outreach and OTP sites, and follow up on any data quality issues identified.
  • Prepare and submit regular monitoring reports to the Program Coordinator in Multan, with technical inputs shared with the MEAL Manager in Islamabad.
  • Support documentation of lessons learnt from program implementation, in coordination with field and OTP teams.
Coordination
  • Coordinate closely with field teams and OTP teams to plan joint monitoring visits and share monitoring findings.
  • Work with the Program Coordinator and MEAL Manager to align monitoring activities with overall MEAL plan for the project.
  • Represent MEAL in program review meetings at field/provincial level as required, sharing updates and findings.
  • Carry out other relevant tasks assigned by the supervisor.
Key Working Relationships:

Position Reports to Program Coordinator at Multan and closely coordinates with the MIS team and OTP and Outreach teams. The position technically seeks support from the MEAL leadership at country office.

Job Requirements:
a) Education:

Bachelor's degree required; Master's degree preferred. Preference to candidates with degree in Social Sciences, Statistics, Public Health, or related field.

b) Work Experience:

Minimum 03-year work experience with an INGO or in offices. At least 2 years of relevant experience in Monitoring, Evaluation, Accountability, and Learning (MEAL), preferably in health or nutrition programs. Experience conducting client satisfaction surveys, data audits, and process monitoring in field settings.

Demonstrated Skills and Competencies:
  • Good understanding of quantitative and qualitative data collection and analysis methods.
  • Field monitoring and data collection skills, including comfort with regular field travel.
  • Basic data management and data quality assurance skills.
  • Good report writing and documentation skills.
  • Strong communication and coordination skills to work with field, OTP, and MEAL teams.
  • Willingness to travel extensively within community/outreach areas, including door to door visits, meet deadlines and manage multiple tasks
