Job summary

PARCO in Karachi is seeking a senior finance leader to head the Finance Function, directing Treasury, Reporting, Taxation, and Payroll while shaping long-term business plans and annual budgets. This role oversees statutory reporting, audits, and banking relationships to ensure liquidity, compliance, and strategic growth.

The incumbent will mentor finance staff and interact with directors, regulators and bankers, driving robust governance and risk management across the Group.

Qualifications

• Chartered Accountant with exposure on General Management.
• Minimum of 20 years' experience.

Responsibilities

• Provide leadership and direction to Finance Function including Treasury, Reporting, Taxation, Bills, Product Accounting and Payroll.
• Plan, Direct and Control overall activities of Finance Division to ensure company and divisional objectives are achieved.

JOB PURPOSE

Provide leadership to Finance Function in developing and implementing financial strategy, business planning, policies, procedures and financial reporting to ensure company achieves its short and long-term business plan.

KEY ACCOUNTABILITIES

• Provide leadership and direction to Finance Function including Treasury, Reporting, Taxation, Bills, Product Accounting and Payroll.
• Plan, Direct and Control overall activities of Finance Division located at CHQ, MCR and Other locations to ensure that company and divisional business objectives and strategy is achieved.
• Plan, Direct, Develop and implement long-term Business Plan and Annual Budget of the company to set the business and strategic direction of the company to achieve company Strategy and growth along with mitigating financial risks and management of long-term financial viability of the company.
• Formulating the best strategy to manage financial issues of company in line with the guidance of board of directors.
• Plan, Direct and overall control of Financial Reporting deliverables to Management, Shareholders and other stakeholders to meet reporting requirements to support management and board of directors in the provision of financial and non-financial information, both historic and forward looking to support decision making.
• Plan, Direct and overall control of Statutory Financial Reporting deliverables as per relevant statutory requirements along with Statutory and other Audits as per the timelines for PARCO and group results.
• Develop and maintain banking relationships with local and international Banks to achieve Funding/business requirements of company.
• Overall Planning and leading the treasury function involving optimum utilization of surplus funds in profitable investments to achieve higher returns, ensuring liquidity and achieve optimum utilization of borrowings.
• Plan and implement Financial planning & Fund-raising strategy for company's Financial needs for short and term long term requirements including Fund and non-fund-based facilities.
• Provide insights and Advisory to higher Management in preparing business plans and feasibilities for new businesses/projects and developing strategies for entering into diversified business and value addition.
• Evaluating and participating in due diligence of mergers, acquisitions, divestitures joint ventures and strategy formation.
  Developing strategic insights through understanding of the external and internal business environment and competitive situation and provide advisory to Higher Management.
• Evaluation and explaining the economic consequences and strategic recommendations to the Company of alternative courses of action and participate in strategy formation and transformation.
• Plan, Direct and maintain insurable risk placement program of company and overall manage placement of insurance risk with reputable underwriters/ insurers in accordance with the company policies to protect company assets and business indemnity.
• Plan Engineering Risk Surveys, Political Violence risk surveys, Related Party risk surveys, Assets Revaluation, and other related matters.
• Overall Planning and directing Product Accounting (including KMK, MFM including WOP under O&M agreement and MCR Product Accounting) activities to ensure smooth functioning of pipeline network, Customs and Excise handling and compliance, timely reporting to all the stakeholders including the Oil Marketing Companies and other related requirements.
• Plan and provide strategic direction in all taxation matters to develop and implement policies/ processes, tax strategies, risk mitigations and to ensure tax compliance/mitigation of related risk.
• Payroll and Retirement Funds Management
  
• Plan and Direct implementation and maintenance of internal controls systems and automation to ensure effective system for accurate, reliable and timely financial reporting and to ensure the integrity of the Company's financial information, adherence to the company's policies and procedures and Financial Reporting Framework.
• Manage relationships with internal and external stakeholders including but not limited to Banks, auditors, financial, legal and tax authorities and consultants, Ministries, OGRA OCAC etc to support divisions and ensure company objectives are achieved.
• Mentoring and coaching to Finance staff in financial and other matters. Engage and communicate effectively with colleagues, investors, customers, suppliers, regulators, and other internal and external stakeholders.
• Managing collaborative relationships and potential conflicts, and being a trusted and proactive partner in decision making.
• Engage with Group companies to monitor and report financial performance
• Represent on the committees and provide support to Group companies as and when needed.

QUALIFICATIONS, EXPERIENCE, & SKILLS:
