Job summary

PDA in Pakistan is seeking a seasoned Delivery Excellence Lead to establish and continuously improve the organization-wide delivery management framework to support digital transformation programs with governance, delivery controls, performance assurance, resource planning and institutional delivery capability.

The role drives consistent delivery standards across PDA’s programs and sector initiatives, strengthening delivery maturity and providing leadership with reliable visibility of progress,

Qualifications

• Bachelor's degree or equivalent in a related field.
• PMP, PgMP, PRINCE2, MSP or equivalent certification preferred.
• Experience in portfolio management, organizational transformation or process improvement advantageous.

Responsibilities

• Develop and implement PDA's delivery excellence framework with governance structures and performance management.
• Establish program and project delivery controls covering planning, milestones, scope, budgets, risks, dependencies, quality and change management.
• Design portfolio-level delivery monitoring and assurance mechanisms to identify performance gaps and risks.
• Establish standardized reporting frameworks, dashboards, delivery health indicators and executive reviews.
• Define project lifecycle standards, gate reviews, escalation protocols and closure criteria.
• Work with program delivery, sector leads and senior management to strengthen delivery discipline and accountability.
• Lead independent delivery health reviews, readiness assessments and performance evaluations with corrective actions tracked.
• Identify recurring bottlenecks and resource constraints, recommending practical improvements.
• Establish capacity planning mechanisms to support prioritization and effective utilization of delivery teams.
• Develop delivery capability-building initiatives including project management training and communities of practice.
