Job summary

Pakistan Single Window (PSW) is seeking a senior professional to lead market access and international SPS coordination for plant, animal, and food safety matters.

You will develop negotiation strategies, engage with international bodies (IPPC, WOAH, WTO-SPS, Codex, FAO), oversee negotiations, and coordinate with national authorities to ensure compliant export opportunities.

A Master’s degree in a related field and at least 12 years of experience in SPS negotiations and trade policy are required.

Qualifications

• Minimum 12 years of relevant experience representing national positions in international meetings, technical committees, and SPS negotiations.
• Ability to develop negotiation strategies, resolve technical trade barriers, and manage complex stakeholder interests.
• Strong knowledge of SPS frameworks, market access processes, and international standard-setting bodies.
• Excellent drafting, communication, and stakeholder management skills.
• Research publications or demonstrated technical credibility (preferred).

Responsibilities

• Lead market access and international SPS coordination for plant, animal, and food safety matters.
• Develop negotiation strategies and technical dossiers to address SPS-related market access barriers for exports and manage import-related SPS arrangements.
• Engage with international and regional SPS bodies to advance Pakistan's positions.
• Oversee bilateral and multilateral SPS negotiations and approve national negotiating positions.
• Coordinate with foreign NPPOs/competent authorities for recognition of equivalence and other SPS arrangements.
• Coordinate with provinces to ensure export compliance with market access conditions.
• Engage with trade officers, industry/exporters to secure and sustain market access for local products.
• Pursue and manage Mutual Recognition Agreements to enhance market access.
• Liaise with Ministry of Commerce and TDAP for exhibitions and registry updates.
• Review technical inputs including PRA outputs and compliance frameworks.
• Monitor SPS notifications and changes in import requirements.
• Ensure consistency between negotiated protocols and national regulations.
• Perform other responsibilities as assigned by the reporting officer.
