Technology Rivers Private Limited in Islamabad is seeking a Chief Technology Officer to define and lead our technology strategy, set engineering standards, and act as the technical authority for internal teams and clients.

You will guide architecture decisions, govern AI-assisted development tools, and partner with executives on hiring standards while reporting technology roadmap and risks to leadership in the USA.

Qualifications

• 8+ years of software engineering experience including architecture/leadership roles
• Deep, current expertise across core stack (TypeScript/JavaScript, Node.js, React) and AWS/cloud infrastructure
• Track record of setting technical standards across multiple teams
• Hands-on experience with AI-assisted development tools and governance at scale
• Experience with US-based clients and strong written/verbal English
• Ability to defend architecture decisions to non-technical stakeholders
• Comfortable holding teams to independent work standards and asking clarifying questions

Technology Rivers Private Limited is a software development company delivering solutions to clients primarily based in the USA, with our operational base in Islamabad. We are seeking a Chief Technology Officer for Islamabad office to define and lead our technology strategy, set engineering standards across all projects and teams, and serve as the technical authority both internally and in front of clients.

Responsibilities

• Define and own the company's technology strategy, evaluating build-vs-buy and tooling decisions to keep the stack current without chasing trends, and ensuring alignment with business objectives and long-term scalability.
• Set company-wide engineering standards, including coding practices, architecture patterns, and technology stack choices, and serve as final technical authority in resolving architecture disagreements across Solutions Architects and teams.
• Establish and govern the company's approach to AI-assisted development tools (e.g., Claude, Cursor), ensuring adoption is consistent, responsible, and reviewed across all engineering teams.
• Build and reinforce a technical culture where engineers and architects work independently on well-scoped work, proactively surfacing ambiguity and asking clarifying questions early rather than making unstated assumptions.
• Partner with the executive leadership on technical hiring standards and evaluation of senior hires, and represent the company's technical capability directly to clients in pre-sales conversations, solution scoping, and escalations.
• Partner with the executive leadership to keep technology strategy and delivery operations aligned, and report to executive leadership in the USA on technology roadmap, technical risk, and engineering capability.

Requirements

• 8+ years of software engineering experience, including significant time in architecture or technical leadership roles; prior CTO, VP Engineering, or Principal Architect experience preferred.
• Deep, current expertise across the company's core stack (TypeScript/JavaScript, Node.js, React) and familiarity with cloud infrastructure (AWS) and micro-services architecture at a strategic, not just hands-on, level.
• Track record of setting technical standards across multiple teams or projects, not just leading a single team.
• Practical, hands-on experience with AI-assisted development tools in a professional engineering context, with a clear point of view on how to govern their use responsibly at scale.
• Experience working with or serving US-based clients, with strong written and verbal English communication skills and comfort operating in a Western business context.
• Demonstrated ability to make and defend architecture decisions to non-technical stakeholders, including clients and executive leadership.
• Comfortable holding technical teams accountable to a standard of independent, including expecting engineers to ask clarifying questions rather than proceed on assumptions.
