Job summary

FinOps Weekly in Metro Manila is seeking a Technology FinOps Manager to own technology budget planning and financial governance across Opex and Capex. You will collaborate with IT leadership and finance partners to enhance reporting and budget discipline while leading contract workforce sourcing.

The role focuses on vendor governance, cost optimization, and supporting capability expansion through strategic sourcing and robust financial controls across technology programs.

Qualifications

  • Bachelor’s degree in accounting, economics, admin & management or related field.
  • Strong analytical skills and attention to detail.
  • Ability to provide financial insights that support decision-making.
  • Experience in workforce and vendor management.
  • Experience managing IT project budgets and reporting.

Responsibilities

  • Lead annual Technology budget planning and manage approved Opex and Capex spend.
  • Advise IT leaders on resource needs, sourcing options, and contract talent acquisition.
  • Build and manage a vendor network for staffing and services.
  • Negotiate commercial terms and contract rates to improve value.
  • Develop sourcing plans for IT skills such as AI, data engineering, architecture, development, and QA.
  • Oversee vendor governance through SLAs and quarterly reviews.
  • Improve time-to-fill and vendor responsiveness for urgent needs.
  • Manage invoices, reimbursements, and petty cash with strong controls.
  • Produce budget monitoring, forecasting, and variance analysis.

It works closely with IT leadership, local and regional finance partners, vendors, and other stakeholders to keep spending controlled, improve reporting, and strengthen budget discipline across Technology.A major part of the position is leading IT contract workforce sourcing. The role builds and executes a multi-year sourcing strategy for contract and contingent talent, aligned to the technology roadmap, transformation priorities, and changing skill requirements.The role also focuses on vendor performance, contract oversight, and financial insight. Its impact is felt in cost control, resource readiness, and the quality and speed of technology talent acquisition.## Key Responsibilities – Lead annual Technology budget planning and manage approved Opex and Capex spend against business priorities. – Advise IT leaders on resource needs, sourcing options, and contract talent acquisition. – Build and manage a preferred vendor network for staffing and professional services. – Negotiate commercial terms and contract rates to improve value and cost efficiency. – Develop sourcing plans for in-demand IT skills such as AI, data engineering, architecture, development, business analysis, and QA. – Own vendor governance through SLAs, scorecards, quarterly reviews, and performance management. – Improve time-to-fill, resource quality, and vendor responsiveness for urgent and niche needs. – Recommend sourcing models such as managed services, talent pooling, SOW engagements, and offshore/onshore mixes. – Manage invoices, reimbursements, petty cash, and contract records with strong control and compliance. – Produce budget monitoring, forecasting, variance analysis, and financial performance reporting. – Support audits and maintain compliance with financial controls, regulations, and company policies. – Support team development planning and training needs.Educational Games## Required Skills – Bachelor’s degree in Accounting, Economics, Administration and Management, or a similar field. – Strong analytical skills and attention to detail. – Ability to provide financial insights that support decision-making. – Experience in workforce and vendor management. – Experience managing IT project budgets, resource planning, accounting, budget tracking, and reporting. – Knowledge of contract management. – Knowledge of IT vendor operations and sourcing strategy. – Knowledge of company disbursement policies and procedures. – Knowledge of legal and compliance documentation requirements, including contracts, processes, and retention. – Proficiency with MS Office productivity software.## Cloud Platforms & Technologies – Collaboration Tools: MS Office Productivity Software## FinOps Responsibilities – Manage Technology spend across Opex and Capex with clear budget control. – Lead annual budget planning and monitor utilization against approved budgets. – Prepare financial reporting, forecasting, variance analysis, and performance dashboards. – Support CAPEX and OPEX tracking with local and regional finance stakeholders. – Oversee invoice validation, reimbursement processing, and petty cash reconciliations. – Strengthen contract governance, including renewals, repository management, and document retention. – Improve spend discipline through demand forecasting, vendor consolidation, and contract optimization. – Support financial compliance, internal controls, and audit requests. – Provide analysis on financial trends, risks, and key metrics. – Ensure technology investments align with business objectives.## Why You Might Be Interested This role combines technology budgeting with strategic sourcing, giving you direct influence over how IT spend and contingent talent are managed.
