Job summary

Vena Energy Services (Australia) Pty Ltd in the Philippines seeks an EBOP Specialist to supervise construction, QA/QC/HSSE compliance, punch-listing, testing and commissioning of the solar project. You will coordinate with the Solar Construction, Technical Services, O&M, BD and HSSE teams as well as external consultants and EPC contractors.

You will manage QA/QC for substation and transmission-related works, review materials, supervise tests, and ensure adherence to project specifications,

Qualifications

• Bachelor's Degree in Electrical or Civil Engineering required.
• 5–10 years in power plant construction preferred.
• Thorough understanding of PEC, IEEE/IEC substation and transmission line standards.
• Proficiency with AutoCAD or similar software desired.
• Experience in construction QA/QC is a plus.
• Willing to be relocated on site; familiarity with NGCP and Meralco standards.

Responsibilities

• Oversee HSSE management and monitor EPC contractors' HSSE implementation.
• Inspect quality procedures in PV plant construction and ensure work aligns with method statements and ITPs.
• Account for quality/workmanship of substation, transmission line, cabling and grounding installations.
• Supervise tests procedures, inspection schedules and audits; coordinate with teams for QA/QC checks.
• Review materials quality at manufacturing and construction sites for compliance with specs.
• Manage punch-list items and ensure timely rectification.
• Maintain QA/QC document control including certificates, test results and non-conformances.
• Coordinate with contractors and suppliers to ensure QA/QC requirements are specified in submittals.
• Review design requirements, constructability and risk management; plan TL routing/surveys.
• Prepare reports, BOQ and cost estimates for EBOP activities.
• Attend meetings with clients, consultants and EPCs to coordinate design activities.

Job Summary

The EBOP Specialist will work closely with the Solar Construction Team, Technical Services Team, O&M Team, BD Team, HSSE Team and other external stakeholders such as consultants and EPC contractors to oversee the construction, QA/QC/HSSE compliance monitoring, punch-listing, test and commissioning of the solar project. It is expected that he will be handling multiple engineering disciplines simultaneously.

Key Responsibilities

• HSSE management: follow Project Company's HSSE performance in coordination with site HSE Manager in order to analyse periodically EPC Contractors implementation of HSSE management
• Carry out inspection and check for all quality-related procedures in the construction of the PV power plant and ensures activity at the site are as per approved method statement and inspection test plan.
• Accountable for the quality and workmanship of every activity related to the substation, transmission line, AC/DC cabling, and grounding installation. Must have knowledge of substation and transmission line installation and commissioning.
• Supervise the effective implementation of tests procedure, inspection schedules and ensure adherence to all procedures and coordinate with various teams to perform quality check and audit on processes.
• Review the quality of all materials at the manufacturing site and construction side to ensure compliance with project technical specification.
• Management of punch list items and ensure timely and effective rectification works.
• Maintain knowledge on QAQC standards and monitor continuous application for all quality assurance processes and recommend corrective actions for substation, transmission line, AC/DC cabling and EBOP related works.
• Verify contractor and supplier quality requirements are specified during contractor documentation submittals.
• Responsible for QA/QC documents of the complete project including certificates, calibration, test results, inspection requests, non-compliance reports and site instruction/observations, permanent materials delivered, and other important QA/QC documents.
• Maintain knowledge database of all quality standards related to electrical engineering works and ensure compliance to all quality manuals and procedures and collaborate with contractors and suppliers.
• Review design requirements, plans and specifications for constructability and risk management;
• Plan, coordinate with contractors and review TL routing/survey campaigns;
• Prepare and review reports, proposals, BOQ and cost estimates for EBOP related activities.
• Attend meetings with clients, consultants and EPC contractors to coordinate and supervise various EBOP design activities;
• Manage PV farm, substation, transmission line pole/tower, EPC contractors/designers as the case may be, including necessary workshops, and proper 3rd party review to ensure suitable designs in accordance with company interests;
• Perform other related duties as assigned.

Pre-requisites

• Bachelor's Degree in Electrical or Civil Engineering, or any related technical field.
• 5-10 years in power plant construction
• Thorough understanding of PEC, IEEE/IEC substation and transmission line standards;
• Proficiency with computer software (i.e. AutoCAD, etc.) is desirable.
• Experience on construction QA/QC is a plus.
• Willing to be relocated on site
• Knowledgeable on NGCP and Meralco standards
• Experience on grid integration and substation test and commissioning
• EPC or OE experience on solar project is a plus.
