Job summary

SMEC (An SJ Group Company) is seeking a senior civil engineer with 15+ years' experience in dam, hydropower, or pumped storage projects. You will serve as Owner's Engineer for Lower Works construction, supervise site activities, and ensure compliance with drawings, specs, and international standards.

The role requires PE licensure, PMP or equivalent, and strong QA/QC, safety, and environmental oversight. International project exposure preferred; based in the Philippines.

Qualifications

• Bachelor's degree in civil engineering required.
• Professional Engineer license/registration is mandatory.
• 15+ years of experience in dam, hydropower, or pumped storage projects.
• Experience as Resident/Deputy Resident Engineer or Construction Manager.
• Experience with large-scale infrastructure projects and underground works.
• Knowledge of international standards and FIDIC-based contracts.
• Experience on Owner's Engineer assignments and site supervision.

Responsibilities

• Act as Owner's Engineer representative for lower works construction activities and supervise site daily.
• Monitor construction of lower works facilities including tunnels, waterways, powerhouse structures, and access roads.
• Ensure all activities comply with drawings, specs, methods, and applicable standards.
• Review contractor submissions (method statements, ITPs, quality plans, schedules, material approvals).
• Lead site inspections for workmanship, quality, progress, and contractual compliance.
• Witness QA/QC activities, inspections, testing, and commissioning as required.
• Identify issues, risks, and propose corrective actions and mitigations.
• Evaluate RFIs, technical queries, design clarifications, variation orders, and EOT claims.
• Monitor progress vs approved schedules and assist in delay recovery.
• Ensure compliance with HSES requirements and participate in audits.
• Coordinate with design engineers, contractors, stakeholders, regulators, and Owner.
• Maintain accurate site records, reports, and minutes; manage non-conformances.
• Prepare periodic progress reports on status, quality, safety, and risks.
• Support contract administration including payments and claims.
• Oversee environmental and social management plan implementation and permits.
• Participate in testing, commissioning, and handover activities.
• Mentor site engineers and junior staff.

• Act as the Owner's Engineer representative for all Lower Works construction activities and provide day-to-day site supervision.
• Monitor and oversee the construction of Lower Works facilities, including underground works, tunnels, waterways, powerhouse structures, access roads, drainage systems, and associated civil works.
• Ensure that all construction activities are carried out in accordance with approved drawings, technical specifications, construction methodologies, and applicable international and local standards.
• Review and provide recommendations on contractor submissions, including method statements, work plans, inspection and test plans, quality plans, construction schedules, and material approvals.
• Lead and conduct site inspections to verify workmanship, construction quality, progress, and compliance with contractual requirements.
• Monitor contractor compliance with project Quality Assurance and Quality Control (QA/QC) requirements and witness critical inspections, testing, and commissioning activities.
• Identify construction issues, technical challenges, and potential risks, and recommend appropriate corrective actions and mitigation measures.
• Review and evaluate contractor requests for information (RFIs), technical queries, design clarifications, variation orders, and extension of time claims, and provide recommendations to the Project Manager and Team Leader.
• Monitor construction progress against approved schedules and assist in identifying delays and recommending recovery measures.
• Ensure compliance with project Health, Safety, Environmental, and Social (HSES) requirements and participate in safety inspections, audits, and incident investigations.
• Coordinate with design engineers, contractors, project stakeholders, regulatory agencies, and the Owner to facilitate efficient project execution.
• Maintain accurate site records, inspection reports, meeting minutes, non-conformance reports, and other project documentation.
• Prepare periodic progress reports covering construction status, quality performance, safety statistics, key risks, issues, and recommendations.
• Support contract administration activities, including assessment of progress payments, variation orders, claims, and contractual compliance.
• Monitor implementation of environmental and social management plans and ensure compliance with permit and regulatory requirements.
• Participate in testing, commissioning, and handover activities to ensure successful project completion.
• Mentor and provide technical guidance to site engineers, inspectors, and junior supervision staff.
• Perform other duties assigned by the Team Leader or Project Manager related to the successful implementation of the Pakil Pumped Storage Project.
