Job summary

Amentum seeks a Public Works Director/Chief Engineer for a unique US Navy program on Diego Garcia. You will direct day-to-day Public Works operations, ensuring maintenance of utilities, facilities, roads and infrastructure.

Lead a multidisciplinary team, manage budgets, and coordinate engineering designs and construction while ensuring health, safety, and environmental compliance. International deployment experience is valued.

Qualifications

• Bachelor's degree in Civil or Mechanical Engineering from ABET-accredited program.
• 10+ years progressively responsible public works/infrastructure experience.
• Registered professional engineer license in a US state/territory or equivalent.
• Leadership experience managing large teams in public works/government contracting.
• Strong knowledge of public works systems: utilities, roads, buildings, environmental systems.
• Excellent communication and interpersonal skills; fluent in English.

Responsibilities

• Develop and implement policies, procedures, and schedules for infra operation, maintenance, and repair.
• Manage engineering and maintenance operations, including environmental programs and lifecycle management.
• Allocate resources: labor, materials, and equipment to meet performance priorities.
• Monitor and manage budgets for public works projects; ensure financial objectives.
• Coordinate designs and construction for infra improvement, repair, or expansion.
• Ensure compliance with health, safety, and environmental policies and regulations.
• Supervise Public Works staff to promote growth and high performance.
• Prepare status reports for program leadership, government reps, and client.
• Act as primary client/government contact for technical/operational aspects.
• Facilitate emergency response and contingency plans for outages or crises.
• Stay updated on new technologies and industry standards for modernization.

Amentum is seeking a Public Works Director/Chief Engineer to support a unique US Navy program on the island of Diego Garcia. The Public Works Direct/Chief Engineer will direct and oversee the day-to-day operations and activities of the Public Works Department, ensuring the efficient functioning and maintenance of utility systems, facilities, roads, and public infrastructure.

Job Responsibilities

• Develop and implement comprehensive policies, procedures, and schedules for infrastructure operation, maintenance, and repair to meet customer needs and ensure compliance with performance standards.
• Manage all aspects of engineering and maintenance operations, including environmental programs, systems upgrades, and lifecycle management.
• Ensure proper allocation of resources, including labor, materials, and equipment, to meet contract performance requirements and operational priorities.
• Monitor and manage budgets for public works projects and activities to ensure compliance with financial objectives.
• Coordinate engineering designs, technical solutions, and construction efforts for projects related to the improvement, repair, or expansion of infrastructure elements.
• Ensure adherence to health, safety, and environmental policies, including compliance with local laws, U.S. government regulations, and contractual obligations.
• Supervise and mentor Public Works Department staff to promote professional growth, ensuring high performance and team collaboration.
• Prepare and deliver detailed operational and project status reports to program leadership, government representatives, and the client.
• Act as the primary point of contact with the client and government representatives regarding technical and operational aspects of public works projects and initiatives.
• Facilitate emergency response and manage contingency plans for operational failures or crisis situations.
• Stay informed of new technologies, regulations, and industry standards to enhance and modernize public works operations.
• Performs other job-related duties as assigned that are consistent with the nature and level of the position.

Required Qualifications

• Bachelor's degree in Civil Engineering, Mechanical Engineering, or a related field by a college or university fully accredited by the Accreditation Board of Engineering and Technology (ABET).
• 8-10 years of progressively responsible experience in public works operations, infrastructure management, facilities maintenance, or a related field.
• Registered professional engineer licensed by a U.S. state or territory in the discipline of the work involved. Combination of education and minimum of ten years of specialized experience that furnished good understanding, both theoretical and practical, of the engineering sciences and techniques for the branch of engineering of the work involved can be considered in place of a professional engineering license.
• Demonstrated leadership experience managing large teams of technicians, engineers, and other personnel, ideally in public works or a government contracting environment.
• Comprehensive knowledge of public works systems, including utilities, roads, buildings, environmental systems, and general infrastructure.
• Strong project management skills, including managing schedules, budgets, and resources for large-scale maintenance and construction projects.
• Excellent communication and interpersonal skills, with fluency in English (written and verbal).
• Proficiency with engineering software, workflow management systems, and Microsoft Office Suite applications.
• Employees must read, speak, and comprehend English to the extent that they can perform the contract requirements and comply with installation emergency procedures.
• Passport must be valid for a minimum of one (1) year or more at the time of hiring.
• Ability to obtain country-specific visas per the U.S. Department of State Foreign Clearance Guide.
• Ability to successfully pass contract medical requirements and maintain compliance throughout the duration of deployment.

Preferred Qualifications

• Master's degree in Civil or Mechanical Engineering or related field.
• Prior experience in an austere OCONUS (Outside the Continental United States) environment with a multi-national workforce is preferred.
• Demonstrated experience operating within U.S. government or military public works environments.
• Familiarity with NAVFAC (Naval Facilities Engineering Command) standards and procedures.
• Certifications in project or construction management (e.g., PMP or CCM).
• Familiarity with energy conservation programs or environmental compliance initiatives.
• Ability to manage complex technical systems with minimal supervision in a challenging, remote operational environment.

Working Environment

This position is located on Diego Garcia, British Indian Ocean Territory (BIOT), a remote overseas location supporting U.S. Government operations. Employees may work in office, industrial, warehouse, port, airfield, and outdoor environments and may be exposed to high temperatures, humidity, inclement weather, noise, dust, and uneven terrain. Work schedules may include evenings, weekends, holidays, and extended hours based on operational requirements.

Physical Requirements

Requirements may include prolonged sitting, standing, walking, climbing stairs, and working in both indoor and outdoor environments. Must be able to meet all medical, security, and deployment requirements associated with assignment to a remote overseas location.
