Job summary

World Vision Development Foundation is seeking a dedicated project professional in Mandaue to drive urban development initiatives focused on education, health, nutrition, and child protection. You will coordinate partners, prepare plans and reports, and build capacity across local agencies and faith-based groups.

You will collaborate with government partners and barangay councils to advance child wellbeing, monitor progress, and adapt strategies to reach the most vulnerable children.

Qualifications

  • Graduate of a Bachelor of Science in Social Work, Community Development, or related Social Sciences.
  • Trained in LEAP 3 and DPA, or foundational training in Community Organizing and Development.

Responsibilities

  • Implement the Urban Development Project in Mandaue, covering education, health and nutrition, and child protection interventions.
  • Coordinate primary implementing partners and secure Community Shared Plans or Partnership Agreements.
  • Prepare annual implementation plans and track implementation against targets and budget utilization.
  • Work with government partners and Barangay Councils for the Protection of Children to address child wellbeing issues.
  • Prepare monthly, semi-annual, and annual reports for all technical programs.
  • Coordinate training for local agencies, institutions, and companies.
  • Build local partner capacity with Technical Program Specialists.
  • Partner with churches and faith-based organizations and integrate spiritual nurture activities and values formation.
  • Facilitate community planning, implementation, reporting, and local-level advocacy.
  • Resolve issues affecting child wellbeing and program implementation.
  • Recommend expansion of barangays, RC-level growth, and appropriate funding models.
  • Ensure recruited registered children are among the most vulnerable children in the community.
  • Facilitate transition or closing processes for applicable focus or impact areas.
  • Implement and monitor sponsorship essentials for caseloads of 1,000–1,500 children.
  • Address child wellbeing issues and manage registered-child special cases.
  • Maintain accurate and current registered-child records with the Child Data Analyst and community volunteers.
  • Orient communities on World Vision and Child Sponsorship.
  • Integrate sponsorship processes with development programming.
  • Lead micro-project implementation integrated into Area Program targets.
  • Support Project Coordinators with PNS project coordination and donor/private employee engagement.
  • Coordinate sponsor and donor visits.
  • Maintain partner networks and represent World Vision Development Foundation at barangay and municipal levels.
  • Participate in coordination meetings, team activities, staff development, and organizational activities.
  • Comply with World Vision Development Foundation policies and standards.
  • Submit performance agreements, learning and development plans, and performance reviews.
  • Support emergency response as necessary.
  • Perform other assigned tasks, including OIC, Safety Focal Person, and NRD or grants-acquisition activities.

Requirements

  • Graduate of a Bachelor of Science in Social Work, Community Development, or related Social Sciences
  • At least 2 years of experience in programme/project implementation, preferably with an NGO
  • Trained in LEAP 3 and DPA, or with foundational training in Community Organizing and Development
  • Experience working with Local Government Units, national or local agencies, churches, and other public and private organizations
  • Experience facilitating activities for children
  • Knowledge of programme/project monitoring and evaluation
  • Knowledge of advocacy work and sectoral representation
  • Understanding of child rights and responsibilities
  • Excellent communication, networking, alliance-building, and facilitation skills
  • Knowledge and operational competence in Microsoft Office and ability to use these tools in programme management
  • Keen attention to detail with strong technical writing skills
  • Skills in data analysis, decision-making, and communication
  • Culturally sensitive, calm, and mature in dealing with people and social concerns
  • Ability to multitask, remain flexible, and be proactive
  • Must meet World Vision safeguarding standards and be suitable to work with children or vulnerable adults
