Job summary

Manila Water Company, Inc. is seeking a seasoned professional to lead the Testing and Commissioning team for multi-discipline projects. You will develop plans, oversee quality programs, and ensure timely handover of projects with minimal compliance risk.

The role requires strong leadership, hands-on experience in plant and building commissioning, and a track record of driving quality across contractors and internal teams. Based in Metro Manila with a focus on reliable water system projects.

Qualifications

• Bachelor's/College Degree in Mechanical Engineering.
• ≥5 years commissioning of treatment plants and buildings.
• Experience in quality compliance management and ISO quality systems is an advantage.
• Experience developing/testing plans and manuals; strong leadership and communication.

Responsibilities

• Develop and implement test plans and manuals for contractor plans to achieve 100% compliance.
• Lead the T&C team with a systematic and sequential approach to all commissioning activities.
• Review and approve Test & Commissioning Plans/Manuals submitted by Contractors.
• Allocate manpower for inspections to ensure adherence to commissioning plans and regulatory requirements.
• Develop and conduct T&C competency programs and trainings across the enterprise.
• Assist in developing quality programs to embed a quality culture.
• Assess the effectiveness of T&C manuals and procedures.
• Document on-site lessons learned and share best practices for continuous improvement.
• Provide feedback on contractor performance related to quality management and control.
• Monitor costs related to T&C issues and drive cost recovery where applicable.

Role Purpose

• Leads the Testing and Commissioning Team of multi-discipline engineers and managers in carrying out testing and commissioning activities of system projects and other identified reliability projects; integrates the output of the team to ensure seamless and timely handover and close-out of projects at minimal to zero compliance risk, ensuring quality of the project and at the same time, delivering on-time, at cost and according to the design specification and compliant with operational requirements
• Acts as the subject matter expert in the process of testing and commissioning of system and reliability projects and leads the T&C team in the implementation of quality programs to ensure quality installation and compliance to testing and commissioning standards

Job Description

• Develop and implement test plans and manuals designed to ensure that testing and commissioning plans submitted by contractors are 100% complied
• Leads the testing and commissioning team in implementing systematic and sequential approach to all commissioning activities
• Reviews and approves the Test & Commissioning Plans / Manuals submitted by the Contractor
• Leads and allocates manpower to conduct inspection and audit to ensure that commissioning plan is adhered to for system and non-system projects and ensure that contractual, end-user and regulatory requirements are met
• Develops and implements T&C competency model and conduct capability building trainings to the project team (i.e. Construction Managers) and other employees within the enterprise to embed and drive quality compliance and ensure smooth handover of MWC Projects
• Assist in the development of quality programs to establish quality culture across the organization
• Assess the effectivity of the T&C manuals and procedures
• Develops and implements process in ensuring that on-site lessons learned, shared best practices and commissioning methods and procedures used in completing the project are documented and submitted for continuous system/process improvement
• Acts as key resource person for Strategic Procurement and Supply Chain in evaluating supplier and contractor performance in terms of quality which is one of the basis for accreditation and/or re-accreditation of suppliers, vendor and contractor.
• Periodically provide feedback on the contractor performance related to quality management and quality control processes implemented on-site
• Implements and monitor systems to measure costs associated with T&C issues affecting smooth handover of projects including tracking issue resolution and cost recovery associated with the issue/s being addressed.

Qualifications

• Must have a Bachelor's/College Degree in Mechanical Engineering
• At least 5 years of work experience in commissioning of treatment plants and buildings, with experience in commissioning network distribution an advantage
• At least 5 years of experience in quality compliance management and quality audit, with background on ISO quality management system an advantage
• With extensive experience in the development and implementation of testing and commissioning plans and manuals
