Scope and Nature of Services
  • Scope of Work Summary

The Nurse – Mobile Health Team is responsible for delivering primary health care services, basic emergency care, and preventive health services to crisis-affected communities affected by natural disaster and armed conflict in Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) and other regions through mobile clinic operations. Assisting the medical doctor, the nurse will provide outpatient consultations, maternal and child health services, immunization support, nutrition screening, and referral services for patients requiring higher-level care, in coordination with local government health offices, community health workers, and project partners. The nurse will also ensure proper documentation of patient records, support health data reporting, and maintain appropriate management of medicines and medical supplies in accordance with national health protocols and humanitarian standards.

In addition, the nurse will support the BHWs in conducting health education and community awareness sessions on key public health issues such as maternal and child health, nutrition, WASH, communicable disease prevention, and emergency preparedness. The nurse will support disease surveillance, rapid health assessments, and outbreak response when necessary while ensuring adherence to infection prevention and control protocols, MER safeguarding policies, and the Do No Harm principle. The position will work closely with local health authorities and partners to ensure coordinated, ethical, and quality health service delivery in target communities.

Key Responsibilities

Technical Responsibilities

  • Performs triage nurse and general nurse tasks during mission in crisis-affected communities as part of emergency response in BARMM and other regions in the Philippines.
  • Provide support to a medical doctor during primary health care consultations and basic emergency care during mobile clinic activities together with the medical doctor, midwife, and BHWs.
  • Conduct patient assessment, vital signs monitoring, and basic treatment.
  • Assist referral of complicated cases to appropriate health facilities.
  • Support delivery of maternal and child health services, including antenatal and postnatal care support, and child health services.
  • Support RHU’s vaccination teams during immunization activities during the mission.
  • Conduct nutrition screening (e.g., MUAC, weight, and edema checking) and refer malnutrition cases.
  • Support disease surveillance, early detection of outbreaks, and reporting of notifiable diseases.
  • Ensure proper infection prevention and control (IPC) practices during service delivery.
  • Manage and dispense medicines in accordance with medical protocols and ensure proper storage and inventory of medical supplies.
  • Maintain accurate patient records and medical documentation.

Mission Support

  • Assist the medical doctor in planning and implementing mobile health activities based on the work plan.
  • Prepare and submit activity reports, patient reports, and weekly/monthly reports as required by MEAL and Reporting Officer.
  • Maintain proper documentation, including patient registries, referral forms, and medicine inventory.
  • Support health data collection for MEAL and donor reporting requirements.
  • Ensure proper use and maintenance of medical equipment.
  • Support rapid health assessments and emergency response activities when required.
  • Coordinate with Municipal/Provincial Health Offices, RHUs, and Barangay Health Workers for mobile clinic scheduling and referrals.
Information, services, or resources to be provided by the contractor
Essential criteria
  • Registered Nurse with a valid PRC License.
  • At least 2 years of clinical experience could be in a hospital, Provincial/City/Municipal Health Office, Rural Health Units (RHU), or community health setting.
  • Experience in primary health care, maternal and child health, and basic emergency care.
  • Experience working in community health outreach, mobile clinic, or humanitarian settings.
  • Experience on National Immunization Program (NIP)
  • Ability to conduct the following tasks: 1) Patient assessment and basic diagnosis, 2) Vital signs monitoring, 3) First aid and basic emergency management, 4) Health education and health promotion sessions.
  • Experience in disease surveillance and reporting.
  • Experience in Family Health Services and Information System (FHSIS)
  • Ability to maintain medical records and reporting forms.
  • Strong communication and interpersonal skills.
  • Ability to work in remote and resource-limited settings.
  • Willingness to travel and be deployed to disaster-affected areas.
  • Ability to work under pressure and in emergencies.
  • Knowledge of infection prevention and control (IPC).
  • Commitment to medical ethics, safeguarding, and Do No Harm.
  • Proficient in basic computer use (MS Word, Excel).
  • Fluency in any local dialect, including Filipino and English.
Desirable criteria
  • Experience in mobile health clinics or humanitarian response programs.
  • Training in BLS (Basic Life Support), ACLS, or Emergency/Disaster Nursing, Maternal and Newborn Care, IMCI (Integrated Management of Childhood Illness), and National Immunization Program.
  • Experience in nutrition screening (MUAC, SAM/MAM screening).
  • Experience in routine immunization and cold chain management.
  • Experience working with LGUs, RHUs, community health workers, and barangay nutrition scholars (BNS).
  • Experience in ECHO-funded, DOH, UNICEF, or other donor-funded projects.
  • Knowledge of MEAL reporting and data collection tools.
  • Knowledge of the local language in the project area.
  • Experience working with vulnerable and disaster-affected populations.

Engagement Modality

Engagement will be on a roster basis for the duration of the project and will be non-continuous. Deployment to mobile health missions will be scheduled based on operational needs and mutual availability, with participation confirmed prior to each mission.
