Job summary

Qualifications

  • University degree in law, business administration, finance, project management, or a related field.
  • At least 6 years of professional experience including investigations in an international context.
  • Experience leading or overseeing complex investigations and coordinating others.
  • Investigative, analytical, judgment, and report-writing skills with complex evidence assessment.
  • Knowledge of administrative investigation principles including due process and fairness.
  • Excellent written and verbal presentation skills in English.

Organizational Setting and Reporting Relationship

The position of Integrity Specialist is assigned to the Investigations Division (AIID) within the Office of Anticorruption and Integrity (OAI). You will be based at our Headquarters in Manila, Philippines, and relocation is required. All reasonable relocation expenses will be covered. You will report to the Director, AIID, and will oversee junior team members.

Your Role

As an Integrity Specialist, you will be assigned to an external investigation team (EIT) within AIID and assist with delivering high-quality and impactful investigative outcomes in ADB operations and activities. You will manage an EIT team hub responsible for advancing an assigned portfolio of integrity-related cases, including through case allocation, prioritization, oversight, and review of investigative work products. You will also lead and conduct investigations following ADB's Investigation and Enforcement Framework (IEF), applicable evidentiary standards, and international best practices. You will prepare investigation reports and submissions to ADB's Integrity Enforcement Committee (IEC), ensuring they are accurate, complete, well-reasoned, and supported by the evidence. You will also provide advice and recommendations to OAI management and ADB stakeholders on investigative findings, enforcement options, and measures to mitigate integrity risks.

You Will
External Investigations
  • Lead and conduct investigations of alleged integrity violations under ADB's IEF, including planning investigative strategies, gathering and assessing evidence, conducting interviews, and preparing evidence‑based findings and reports.
  • Ensure investigation outputs meet applicable standards of due process, procedural fairness, evidentiary sufficiency, quality, and accuracy.
  • Build relationships with ADB staff, member country authorities, MDBs, experts, and other partners to support investigations, facilitate cooperation and information sharing, and strengthen integrity risk mitigation and investigative effectiveness.
Staff Management and Hub Leadership
  • Manage the EIT hub by setting priorities, allocating cases and resources, monitoring case progression, and ensuring delivery of high‑quality outputs.
  • Provide leadership, coaching, performance feedback, staff development, recruitment support a collaborative, accountable, and high‑performing team culture.
Policymaking and Advice
  • Review and enhance investigation policies, procedures, templates, and practices to strengthen investigative effectiveness and ensure continued relevance and consistency.
  • Provide integrity risk advice, due diligence support, and other advisory services to ADB departments and offices.
Capacity Development and Prevention
  • Strengthen integrity risk management and preventive control frameworks, deliver training and guidance, and help translate investigative findings into practical risk mitigation measures.
Awareness Raising and External Engagement
  • Support outreach, awareness-raising, and training activities, and represent OAI in MDB and international forums to promote cooperation, knowledge sharing, and harmonized investigative standards.
Others
  • Provide strategic input to the continuous improvement of ADB's investigation function, support staff development programs, and perform other tasks as reflected in your workplan.
You will need:
  • University degree in law, business administration, finance, project management, or a related field preferably at post‑graduate level or its equivalent.
  • At least 6 years of professional experience including substantial experience investigating fraud, corruption, and other integrity‑related matters in an international or cross‑border context.
  • Experience leading or overseeing complex investigations and supervising or coordinating the work of others.
  • Demonstrated investigative, analytical, judgment, and report‑writing skills, including the ability to assess complex evidence and reach well‑supported conclusions.
  • Sound knowledge of administrative investigation principles, including due process, procedural fairness, accountability, and reasonableness.
  • Excellent written and verbal presentation skills in English.

Additional Information

This appointment is open to internal and external applicants.

This is a fixed‑term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff’s particular blend of skills and experience in the foreseeable future; and (b) Staff’s performance is satisfactory and they are suitable for further employment.
