Asian Development Bank (ADB) in Manila seeks an Integrity Specialist to lead external investigations within the Investigations Division (AIID) and to oversee an External Investigations Team hub, ensuring evidence-based findings under the IEF and international standards.

The position of Integrity Specialist is assigned to the Investigations Division (AIID) within the Office of Anticorruption and Integrity (OAI). You will be based at our Headquarters in Manila, Philippines, and relocation is required. All reasonable relocation expenses will be covered. You will report to the Director, AIID, and will oversee junior team members.
As an Integrity Specialist, you will be assigned to an external investigation team (EIT) within AIID and assist with delivering high-quality and impactful investigative outcomes in ADB operations and activities. You will manage an EIT team hub responsible for advancing an assigned portfolio of integrity-related cases, including through case allocation, prioritization, oversight, and review of investigative work products. You will also lead and conduct investigations following ADB's Investigation and Enforcement Framework (IEF), applicable evidentiary standards, and international best practices. You will prepare investigation reports and submissions to ADB's Integrity Enforcement Committee (IEC), ensuring they are accurate, complete, well-reasoned, and supported by the evidence. You will also provide advice and recommendations to OAI management and ADB stakeholders on investigative findings, enforcement options, and measures to mitigate integrity risks.

This appointment is open to internal and external applicants.
This is a fixed‑term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff’s particular blend of skills and experience in the foreseeable future; and (b) Staff’s performance is satisfactory and they are suitable for further employment.
