Job description

UNICEF works globally to save children's lives and defend their rights. In the Philippines, the Health programming section aims to improve equitable health outcomes for marginalized children and women. It supports the full health-programming cycle, from analysis and development to implementation, monitoring, and evaluation, collaborating with partners to strengthen delivery and build capacity.

Job Purpose

The Health Officer contributes to the planning, implementation, monitoring, and evaluation of health programmes within the UNICEF Philippines Country Office. This role specifically focuses on non-immunization initiatives, including Non-Communicable Diseases (NCDs) in children, support for Children with Disabilities, Integrated Management of Childhood Illness (IMCI), and assistance for health in emergencies and children's environmental health. A key emphasis is placed on addressing the needs of marginalized and vulnerable children and women. The incumbent will collaborate extensively with government counterparts, civil society organizations, UN agencies, donors, and other partners. The primary purpose is to translate evidence and established programme priorities into tangible, practical, and sustainable health outcomes, leveraging a blend of technical public-health expertise, programme management skills, field engagement, partnership building, and innovation to achieve UNICEF's mission for every child's right to health.

Responsibilities

The Health Officer, under the guidance of the Immunization Specialist, is responsible for supporting comprehensive situation analyses to inform programme development and ensure evidence-based interventions. Key duties include contributing significantly to results-based planning processes, ensuring all activities are strategically aligned with the overarching objectives of improving equitable health outcomes for children and women. The incumbent will actively monitor both programme and financial performance, meticulously tracking progress against established indicators and budgets, and preparing regular reports. A critical responsibility involves proactively identifying and addressing implementation bottlenecks, developing solutions to ensure efficient and effective programme delivery across all assigned areas. The role also entails strengthening the capacity of government counterparts, civil society organizations, and other partners through targeted technical support, training, and guidance, fostering sustainable local ownership. Furthermore, the Health Officer will be responsible for systematically documenting lessons learned and good practices, contributing to organizational knowledge management and continuous programme improvement. The position also involves contributing to advocacy efforts to promote children's and women's health rights and actively participating in resource mobilization initiatives to secure funding for sustainable health programmes.
