Job summary

UPC BarcelonaTECH in Spain invites applications for a First Stage Researcher to develop a study on multilevel energy governance and just transition, assessing equity, gender and vulnerability in local climate policies.

You will review EU energy frameworks, evaluate subsidies for rooftop solar and building rehabilitation programs, map barriers to decarbonization, prepare interviews with key actors, and work with local entities and NGOs in Barcelona.

Qualifications

• Review EU energy frameworks and assess alignment with Spanish regulations.
• Evaluate local instruments targeting households such as subsidies for rooftop solar energy and building rehabilitation programs.
• Analyze eligibility criteria to ensure vulnerable households benefit from incentives.
• Consider how gender, income, age, employment status and housing conditions influence access.
• Map structural barriers causing segments to fall behind in decarbonization.
• Prepare and conduct interviews with main actors.

Responsibilities

• Carry out a review of EU energy sector mitigation frameworks and monitor their adaptation to Spanish regulations at the state, regional and municipal levels.
• Evaluate specific local instruments targeting households (e.g. subsidies for rooftop solar energy, building rehabilitation programs, incentives for heat pumps and self-consumption schemes).
• Analyze eligibility criteria and accessibility of these incentives to determine whether vulnerable households can effectively benefit from them or whether high initial costs pose a barrier to entry.
• Consider how variables such as gender, income level, age, employment status and housing conditions influence access to transition benefits.
• Mapping the structural barriers that cause certain segments of the population to fall behind in the decarbonization process.
• Preparation and conduct of interviews with main actors.
