Disaster Risk Reduction and Management (DRRM) Specialist (Application Deadline Extended
Desjardins International Development (DID) is seeking a Disaster Risk Reduction and Management (DRRM) Specialist based in Cagayan de Oro, Philippines, for the implementation of a project aimed at strengthening the socio-climatic resilience of women agri-entrepreneurs in the region of Northern Mindanao, who are particularly exposed to natural hazards. The project is being implemented in collaboration with Landscape Alliance and will focus on the coffee and cacao value chains in the provinces of Bukidnon and Misamis Oriental.
The project is structured around three complementary pillars: (1) promoting the adoption of gender-sensitive, climate-resilient and disaster risk reducing land-use solutions, including sustainable agroforestry and landscape management approaches; (2) strengthening the economic resilience of women agri-entrepreneurs through improved business capacities, market access, and financial inclusion; and (3) enhancing the Value-chains driven and gender responsiveness of local communities and institutions through more inclusive and effective disaster risk reduction and management systems.
Reporting to the Project Director The Disaster Risk Reduction and Management (DRRM) Specialist will lead the pillar 3 of the project, strengthening the capacity of local communities, institutions, and women agri-entrepreneurs to anticipate, prevent, prepare for, respond to, and recover from climate-related disasters by working directly with target LGUs, Barangay Development Councils and BDRRM Committees, the MDRRM Councils and MDRRMOs, the PDRRM Councils and PDRRMOs, the Office of Civil Defense (OCD) and regional DRRM structures, while fostering innovation through partnerships with universities in Northern Mindanao. The DRRM Specialist will provide strategic and technical leadership to ensure that DRRM is fully integrated into local governance, agricultural resilience, business development, and community planning and resource allocation that support women leadership in disaster risks reduction and climate adaptation in cacao-based and coffee-based Agroforestry farming system. Working closely with LGUs, and DRRM structures from barangay to regional level, OCD, universities, cooperatives, and civil society organizations, the Specialist will ensure alignment with the Philippine DRRM Act (RA 10121), the National DRRM Framework, and the Sendai Framework for DRR.
The DRRM Specialist will also support cross-cutting integration with pillar 1 supporting sustainable landscape management and Nature based solutions and pillar 2 providing technical inputs to business development activities by integrating disaster risks reduction into entrepreneurship training, financial literacy sessions, business continuity planning, and resilience financing.
