Job summary

Hummingcomm Corporation in Cebu is hiring a Design Manager to lead civil and structural design for telecom sites, including towers, foundations, shelters, and related civil works. You will manage design schedules, coordinate surveys, calculations, drawings, and reports, and review contractor deliverables to ensure quality and compliance.

The role requires a Civil/Structural Engineering background, experience with tower structures and permitting in the Philippines, and strong communication

Qualifications

• Bachelor’s degree in Civil/Structural Engineering, Architecture, or related field.
• Experience in telecom civil/structural design for towers, foundations, cabinets.
• Familiar with site design processes, codes, load calculations, foundation design, drawing review, and permitting in the Philippines.
• Proficient in AutoCAD, structural analysis software, and MS Office.
• Strong ability to review drawings, calculations, BOQs, and subcontractor deliverables.
• Experience with Globe Telecom projects and site design approval processes preferred.
• Knowledge of local engineering consultants, subcontractors, permits, safety and environmental regs preferred.
• Strong communication, coordination, risk management, problem solving; work with customers, landlords, subcontractors, govt agencies.
• Proficient in English; Filipino language skills an advantage.

• Coordinate site surveys, feasibility studies, design development, calculations, drawings, and reports.
• Review and approve subcontractor design deliverables and design BOQs.
• Assess constructability, safety, permitting, cost, and risks for new sites and upgrades.
• Coordinate with SAQ, RF, transmission, power, procurement, construction and customers to close design approvals.
• Support tendering, BOQ breakdown, cost estimation, and design optimization for efficiency.
• Establish and improve design standards, drawings, checklists, and knowledge databases.
• Provide technical support during construction, QA, and design changes.

Responsibilities

• Lead and manage the overall civil and structural design work for telecom sites, including towers, foundations, shelters/cabinets, power-related civil works, and associated facilities.
• Develop and control the design schedule, ensuring timely and high-quality delivery of all design outputs.
• Organize site surveys, feasibility assessments, design development, structural calculations, drawings, design reports, and design change management.
• Review and approve subcontractor design deliverables, including survey reports, structural calculation reports, civil/structural drawings, material take-off, and design BOQ.
• Assess constructability, structural safety, permitting, cost, and implementation risks for new sites, tower conversion, tower reinforcement, cabinet foundations, and other civil works.
• Coordinate with SAQ, RF, transmission, power, procurement, construction, and customer teams to close TSSR, DDD, and design approval requirements.
• Support tendering, BOQ breakdown, cost estimation, and design optimization to improve cost efficiency while meeting technical and quality requirements.
• Establish and continuously improve design standards, typical drawings, checklists, and lessons-learned databases to improve design efficiency and first-pass approval rates.
• Provide technical support during construction, quality inspection, acceptance, and design changes; resolve site issues related to foundations, towers, structural works, and auxiliary civil works

Qualifications

• Filipino national, preferably based locally and willing to travel across project areas as required.
• Bachelor’s degree or above in Civil Engineering, Structural Engineering, Architecture, or a related discipline.
• Experience in telecom civil/structural design, preferably covering tower structures, foundations, cabinet platforms, shelters, and related civil works.
• Familiar with telecom site design processes, structural design codes, load calculations, foundation design, drawing review, and permitting requirements in the Philippines.
• Proficient in AutoCAD, structural analysis/design software, and Microsoft Office applications.
• Strong ability to review drawings, structural calculations, design BOQs, and subcontractor deliverables.
• Experience in Globe Telecom projects is preferred. Familiarity with Globe SAQ, site design approval, construction, acceptance, and subcontractor management processes is an advantage.
• Familiarity with local Philippine engineering consultants, civil/structural subcontractors, government permitting processes, and relevant building, safety, and environmental regulations is preferred.
• Strong communication, coordination, risk management, and problem-solving skills; able to work effectively with customers, landlords, subcontractors, government agencies, and internal teams.
• Proficient in English; ability to communicate in Filipino/local languages is an advantage
