Job summary

World Vision is seeking a senior technical lead to strengthen Climate Adaptation and Environmental Stewardship across South Asia-Pacific. The role focuses on building capacity in Field Offices, developing regional action plans, and forging strategic alliances with internal and external partners.

The successful candidate will guide program design, policy influence, and funding opportunities while ensuring alignment with World Vision’s mission to protect vulnerable children in the region.

Qualifications

  • At least 7 years multi-country experience in Climate Adaptation in program development or related field.
  • Experience with the UN system, donors, academia and research organisations preferred.
  • Proven leadership and management experience in technical sectoral teams.

Responsibilities

  • Provide strategic and technical support to World Vision’s National Offices in the SAP region focusing on Climate Adaptation and Environmental Stewardship.
  • Develop a Regional Environment and Climate Change action plan aligned with global commitments and build FO capacity.
  • Lead regional engagement with partners and donors, and support carbon emissions accounting and reporting.
  • Monitor ESCA initiatives across Field Offices and report progress against KPIs.

Education

Master’s degree in Forestry, Environment, Climate Change or relevant field
Certifications NEAT+, CEDRIG, SOLSTICE

Purpose Of The Position

Provide strategic and technical support to World Vision’s National Offices (NOs) in the South Asia Pacific (SAP) region in strengthening Climate Adaptation and Environmental Stewardship with particular emphasis on Environmental degradation and livelihoods and lead in identifying opportunities to influence policy, seek funding and form new partnerships.

Major Responsibility
Provide technical support and build capacity of Field Offices
  • Develop a Regional Environment and Climate Change action plan that is aligned with global commitments.
  • Actively work with FO to ensure that they have internal capacity to activate action plans through the building of internal technical understanding and capacity
  • Drive the evolution and development of impact focused program models to enhance the lives of the most vulnerable children and ensure they and their households are more resilient to economic, conflict and climate shocks through strengthened absorptive, adaptive and transformative capacity.
  • Utilise and/or refresh mapping of existing FO Environment and CCA programs, support/guide/mentor FO’s to develop strategic directions and implement programs that are in align with the Global commitment
  • Build strong strategic alliances with key internal stakeholders within WV’s partnership both regionally and globally on Environment and CCA (e.g. SAP Learning Group)
  • Develop capacity statements and case studies to contribute to organizational learning and positioning.
  • Support FOs enhance Environmental safeguarding in fragile and stable context strategies and in Integrated Programme Frameworks using tools such as CEDRIG, NEAT+ and models such as RC and iM4C, including monitoring and evaluation through adoption of OIOS indicators.
  • Support Field Offices in carbon emissions accounting through capacity building on greenhouse gas (GHG) data collection, analysis, and reporting, and assist in the development and implementation of carbon emissions reduction plans.
  • Collaborate with GCESCA ,and SO’s in leading regional efforts to position the region for the Green Climate Fund (GCF) and other large-scale climate financing opportunities.
  • Support Field Offices (FOs) to engage with national and regional accredited entities, while strengthening their capacity on GCF processes, concept note development, and compliance requirements.
  • Monitor and track the implementation of ESCA initiatives across FOs, and report progress against relevant regional and global KPIs through mechanisms such as iMPAQ (Impact, Measurement, Programme, and Quality)/Our Impact, Our Story (OiOS), PQSR, and other relevant reporting frameworks
Coordinate regional engagement and represent the South Asia-Pacific Regional Office as CCA technical expert both internal and with external partners
  • Present and promote World Vision’s Climate Action & Resilience programs to private and institutional donors.
  • Be a thought leader to challenge and drive new thinking and action at World Vision and among local and international stakeholders to identify opportunities to influence policy, seek funding and form new partnerships.
  • In cooperation with RO GAM and FOs, identify funding opportunities, at regional, sub-regional and NO levels.
  • Ensure proper coordination among thematic portfolios for the exchange of information and experience, facilitating Climate Change program learning and synthesis across projects: and encourage and support dissemination of research findings at research and policy forums.
  • Provide technical and strategic support to Field Offices in regional and global external engagements, including UNFCCC Conferences of the Parties (COPs) and other climate policy and advocacy forums.

  • Conduct policy/strategy dialogue with relevant government officials, UN bodies, faith-based organizations, media and development partners in Asia Pacific on strategies to mainstream climate change mitigation and adaptation in WV programming with a special emphasis on climate change impacts on natural resources.
  • Identify and roll out vulnerability measures for CCA impacts on child wellbeing in alignment with WV’s Our Promise 2030 strategy.
  • Develop position papers to influence donor policies and government interventions.
Research and Knowledge management
  • Research and evaluate global and regional promising practices on climate change action.
  • Ensure technical quality of programmes/projects, policies, practices, and guidance on climate change action.
  • Provide field-centred training on climate change and adaptation to build the capacity of RO and FOs.
  • Participate in research and analysis that supports relevant technical areas
Qualifications
  • At least 7 years multi-country experience working in Climate Adaptation in program development, in the country/resource-constrained contexts.
  • Experience in working with the UN system, donors , academia and research organisations preferred.
  • Master’s degree and/ higher professional qualifications in Forestry, Environment, Climate Change or relevant field.
  • Certification on NEAT +, CEDRIG, SOLSTICE and working knowledge of ECHO Minimum Environmental Requirements
  • Proven track record in securing funding in the field of climate change and adaption, and/or livelihoods.
  • Demonstrated leadership and management experience in technical sectoral teams
  • Understanding of resilience building and climate action approaches
  • Ability to appropriately commission, interpret, and apply research and evaluation activities
  • Ability to influence strategies and plans of partners; both WV entities and any external partners
