Fluor Corporation in the Philippines is seeking a Specialist II, Material Management (Buyer) to manage end-to-end procurement for equipment and bulk materials essential to project execution. The role collaborates with engineering, expediting, logistics, and project teams to secure quality products at competitive terms.

The ideal candidate has a minimum of three years in purchasing, with EPC or heavy industrial exposure preferred.

Qualifications

• Bachelor’s degree in engineering or related technical discipline.
• Minimum of three (3) years of purchasing or procurement experience.
• Experience in EPC, Oil & Gas, Petrochemical, Power, Mining, or similar heavy industrial projects is preferred.

Responsibilities

• Execute end-to-end procurement for equipment and materials to support project execution.
• Collaborate with engineering and project teams to clarify requirements and optimize sourcing.
• Lead supplier evaluation, RFQs, negotiations, and contract administration to achieve best value.

Job Summary

Specialist II, Material Management (Buyer) is responsible for executing the end-to-end procurement process for equipment, and materials required to support project execution. The role ensures that procurement activities are carried out in accordance with project requirements, company procedures, and schedule commitments. The Buyer works closely with suppliers, engineering, project management, expediting, logistics, and other stakeholders to secure quality products and services at the most competitive terms while minimizing project risks.

Key Responsibilities

Procurement Execution

• Perform procurement activities for assigned material and equipment packages from requisition receipt through purchase order closeout.
• Analyze purchase requisitions to develop appropriate sourcing strategies.
• Identify qualified suppliers and issue Requests for Quotation (RFQs).
• Coordinate with engineering and project teams to clarify technical and commercial requirements.

Sourcing and Supplier Management

• Conduct supplier sourcing, prequalification, and market research activities as applicable.
• Evaluate supplier capabilities, commercial competitiveness, and delivery performance.
• Maintain productive relationships with approved suppliers and identify opportunities for supplier development.
• Support the resolution of supplier performance issues, delivery delays, and contractual concerns.

Commercial Evaluation and Negotiation

• Prepare commercial bid evaluations and recommendation reports.
• Lead commercial negotiations covering pricing, payment terms, delivery schedules, warranties, and contractual conditions.
• Ensure procurement decisions achieve the best value while meeting project objectives and compliance requirements.
• Identify cost-saving opportunities and contribute to project procurement strategies.

Purchase Order Administration

• Prepare and issue purchase orders and amendments in accordance with company procedures.
• Ensure purchase orders accurately reflect agreed commercial and technical requirements.
• Monitor supplier compliance with contractual obligations.
• Manage purchase order documentation and maintain procurement records.

Job Qualifications

Education

• Bachelor’s degree in engineering or a related technical discipline.

Experience

• Minimum of three (3) years of purchasing or procurement experience.
• Preferably with experience in EPC (Engineering, Procurement, and Construction), Oil & Gas, Petrochemical, Power, Mining, or other heavy industrial projects.
• Experience handling equipment and bulk material procurement is an advantage.

Technical Competencies

• Strong knowledge of procurement processes, sourcing strategies, and contract administration.
• Extensive commercial and contractual knowledge.
• Familiarity with supplier evaluation and bid analysis methodologies.
• Understanding of project procurement lifecycle and project execution requirements.
