Job summary

Haskoning in the Philippines is seeking a Business Development Officer to drive growth in Water/Climate Resilience and Maritime Infra sectors. You will collaborate with leadership to identify project opportunities, network with government agencies and donors, and craft strategic marketing and bid responses.

The role emphasizes relationship building, proposal development, and market intelligence, with a hybrid work setup in the Philippines and opportunities to contribute to international projects.

Qualifications

• relevant bachelor’s degree in business, finance, engineering or other relevant degree
• minimum 10 years of relevant experience
• experience with interfacing with DPWH, DOTr, ADB, and WB, at the minimum
• basic knowledge of related disciplines (data analytics, IT, and risk management)
• familiar with the various procurement laws in the Philippines
• excellent verbal & written communication skills in English

Responsibilities

• conduct industry analysis with focus on project opportunities for the company, monitor emerging development policies, funding trends, and project opportunities in the ODA and private sector
• represent Haskoning in networking, coordination, and business development meetings with government agencies, funding institutions, and project partners
• design and implement marketing and business development strategies for the promotion of consulting firm’s services with government units, private sector, and donor institutions
• conduct external relations/networking with company clients and donors
• formulate and implement specific information network for marketing and project preparation purposes
• identify projects to be pursued specifically related to disaster risk management, water/ climate resilience and maritime sectors
• evaluate opportunities and prepare inputs for bid/no-bid decisions
• identify and qualify new business opportunities through research, networking, and industry events
• provide project management oversight and monitoring of the performances of awarded projects, specifically projects that are considered major pursuits (when required)
• utilize the results of performance assessment during marketing activities with clients for future projects
• lead or assist in the preparation and packaging of technical and financial proposals of projects (when required)
• provide support in contract negotiations with clients, associates, sub-contractors or consultants

What you do as a Business Development Officer

As a business development officer, you will essentially be the engine that will help our company grow and expand our business portfolio. You will be working together with our business development leads and other directors/advisors in the following tasks and responsibilities:
