Job summary

IOM in BARMM is seeking a health systems consultant to provide strategic advisory services to IOM, the MOH-BARMM, LGUs and RHUs to ensure the long-term functionality and sustainability of investments in birthing facilities.

The role focuses on establishing policy, regulatory, governance, operational, and sustainability mechanisms, delivering mentoring and technical assistance to strengthen maternal and newborn care.

Qualifications

• Advanced degree in Public Health, Health Administration, Health Policy, Health Facility Development, or related field.
• Minimum 5 years of experience in health systems strengthening and health facility management.
• Experience with BARMM regional health authorities and development partners is desirable.

Responsibilities

• Advise MOH-BARMM, IOM, LGUs and RHUs on governance, regulatory standards and accreditation readiness.
• Develop roadmaps, trackers, and sustainability plans for birthing facilities.
• Strengthen O&M and transition planning with asset management guidance.
