Job Description
Develop and deploy a sustainable and effective risk-based Process Safety Management system to ensure safe operation and establish process safety standards at the plant complex. Provide leadership and build a culture for process safety and handling accountability for all Asset Integrity & Process Safety Management requirements. Drive structural improvement in Process Safety to ensure compliance with required technical standards in ever changing and increasingly more stringent regulatory framework. Responsible for AI-PSM requirements within the HSSE&SP control framework.
ROLES AND RESPONSIBILITIES:
- Lead the development and implementation of strategies in alignment with the company s safety management vision and mission for implementation of a risk-based, sustainable and effective Process Safety Management program.
- Responsible for Compliance management of the 22 requirements of the AIPSM (Asset Integrity and Process Safety Manual) of HSSE-CF, including DEM1, DEM2 and Overrides of Safeguarding system and provides a dashboard for AIPSM for the QCM MT.
- Ensures all Process Safety hazards are managed to ALARP.
- Develops and manages ALARP demonstration.
- Provides Process Safety guidance and support across all disciplines including Operations, Engineering and Maintenance to ensure safe operation.
- Facilitate hazard identification and risk analysis process and contribute to process safety compliance audits and investigation of major process safety incidents.
- Champions site s HEMP-LOPA bowties identification, implementation and compliance.
- Develop and influence a generative process, safety culture across OLNG organization.
- Formulate and manage the KPIs for AIPSM; identify targets for relevant stakeholders and generate management buy-in.
- Collate the data for these KPIs monthly, use these KPIs to influence change and for management reporting.
- Own and drive the PSA Program (Process Safety Assessment) of the process and utility facilities. This includes high level planning, (part-time) attending sessions, clarifying actions and appropriate closure dates, drive high quality follow-up of action status with responsible parties, and providing monthly reporting on PSA actions status.
- Drive Technical Authority Framework (TAF) implementation and ensure continued integration into the technical competency development processes at Oman LNG.
- Follow up on any audit actions related to the TAF.
- Provide assurance to the asset manager that all processes, procedures and individual tasks related to process safety are effective and highlight any related incidents.
- Drive Management of Change process and other process safety critical processes compliance with AI-PSM requirements through periodic desktop safety reviews and effective actions implementation in accordance with the HSSE-CF mandates.
- Focal point for Process Safety initiatives related to AI-PSM, Gas Game and Operational Excellence.
- Lead incident investigations as a neutral and objective party using Tripod and RCA type investigative tools to determine real causes of incidents.
- Defines effective actions to prevent recurrence.
- Ensure compliance with appropriate internal protocol through follow-up with incident owners and investigators.
- Ensure that changes to standards and AIPS implementation methodology are quickly recognized and where appropriate, implemented following appropriate internal processes to ensure minimum disruption.
- Mentor and coach junior staff on Process Safety principles and requirements
CHALLENGES
- Role requires demonstrating leadership in Process Safety management; mentoring and coaching all HSSE critical staff within OLNG on Process Safety.
- Uses influencing skills to drive the case for change and compliance, competence development in the relevant areas of process safety.
- Develop and sustain a generative Process Safety culture
- Manage change in an effective way to achieve goals and to minimize disruption to business.
Desired Candidate Profile
- Degree in Engineering, Physics or Process Safety (BSc. or equivalent)
- Minimum 10 years hydrocarbon industry experience, including design/operations support.
- Minimum 5 years of experience as a Senior Technical/ Process Safety Engineer.
- LNG/Gas plant process knowledge and experience is strongly preferred.
- Experience in Safety in Design, Risk management, HEMP/Bow-tie methodology, HAZOP, PSA methodology are a requirement.
