Job summary

NTU International A/S leads a consortium for the Egypt Downtown Facility project, providing high-quality technical assistance to enhance EU-Egypt cooperation in digital transformation. The Senior Non-Key Expert will focus on modernising public institutions, digital workflows, and data-driven administration.

Qualifications include a Master’s in ICT or related field, English C1, and at least seven years in digital transformation. Arabic is desirable to support regional implementation efforts.

Qualifications

• Master’s degree in ICT, computer science, information systems, digital transformation, or related field.
• English: C1 level; Arabic language desirable.
• 7 years of relevant professional experience in digital transformation.
• Experience with digital workflows, e-government systems, data-driven approaches.
• Knowledge of public-sector digital transformation in Egypt/MENA desirable.

Responsibilities

• Support TA assignments related to the digitalisation of public institutions and e-government.
• Assist in designing and implementing digital transformation strategies.
• Contribute to digital workflows and data-driven public administration initiatives.

Senior Non-Key Expert – Digital Transformation

NTU International A/S is leading a consortium for the proposal preparation of the EU-funded project called: Egypt Downtown Facility.

The overall objective of this assignment is to enhance the effectiveness, coherence and visibility of the Strategic and Comprehensive Partnership between the European Union and the Arab Republic of Egypt by providing rapid, flexible and high-quality technical assistance in support of jointly agreed bilateral cooperation priorities. This objective will contribute to strengthened policy dialogue, improved programme implementation and reinforced institutional capacities of Egyptian partner entities involved in EU-funded actions.

In this context, we are seeking a highly qualified Senior Non-Key Expert – Digital Transformation to support technical assistance assignments related to the digitalisation of public institutions, e-government, institutional modernisation, digital workflows, data-driven public administration, and the design and implementation of digital transformation strategies.

Qualifications and Skills

• Master’s degree in ICT, computer science, information systems, digital transformation, public administration, engineering, or a related field.
• English: C1 level.
• Arabic is highly desirable.

Professional Experience

• At least 7 years of relevant professional experience.
• Experience in digital transformation and digitalisation of public institutions.
• Experience conducting digital maturity assessments, institutional diagnostics and/or developing digital transformation roadmaps.
• Experience with digital workflows, e-government systems, data-driven approaches and institutional digitalisation.
• Knowledge of public-sector digital transformation in Egypt/MENA desirable.
