Job summary

Government Communications Security Bureau NZ is seeking a Senior Technical Consultant to act as a technical advisor safeguarding New Zealand’s vital telecommunications networks. You will work within the NCSC Regulatory Unit to ensure TICSA compliance and provide expert national security guidance.

You will collaborate with operators, government agencies and international partners, and perform detailed technical assessments to defend against sophisticated, state-sponsored cyber threats.

Qualifications

  • Experience in New Zealand telecommunications or information security sectors.
  • Ability to translate highly technical information for varied audiences.
  • Strong analytical understanding of state-sponsored cyber threats and security practices.

Responsibilities

  • Evaluate systemic security risks under space, telecoms, and investment laws.
  • Provide expert assessments of proposed changes to telecom networks.
  • Collaborate with network operators, other agencies, and international partners.
  • Conduct detailed peer reviews of complex technical assessments.
  • Identify emerging technology vulnerabilities or compliance gaps.

The role

As a Senior Technical Consultant, you will act as a technical advisor safeguarding New Zealand’s vital telecommunications networks. Operating within the NCSC Regulatory Unit, you will help to ensure network operators meet their obligations under the Telecommunications (Intercept Capability and Security) Act (TICSA), through undertaking technical national security assessments and engaging proactively with regulated entities, as well as provide national security advice under a range of other regulatory regimes You will actively collaborate with multi-agency partners and network operators and serve as a subject matter expert to defend the nation against sophisticated, state-sponsored cyber threats.

Key Responsibilities:
  • Evaluate systemic security risks under space, telecommunications, and foreign investment legislation.
  • Provide expert technical assessments of proposed changes to telecommunications networks
  • Foster strong collaborations with network operators, other government agencies and international partners.
  • Execute detailed peer reviews of complex technical assessments
  • Identify and escalation emerging technology-borne network vulnerabilities or compliance gaps.
Who we’re looking for:
  • Experienced professional with extensive experience of working within the New Zealand telecommunications or information security sector.
  • Skilled communicator capable of translating highly technical information for a range of audiences
  • Astute analyst with a comprehensive understanding of the methods and techniques used by states to utilise telecommunications infrastructure for state-sponsored espionage
  • Collaborative individual with practical experience managing stakeholder engagement at a senior level.
  • Qualified specialist holding a tertiary IT qualification or professional credentials like CISSP/CISM desirable.

Working within our unique environment means we must ensure you’re eligible for employment. You must:

  • Have been a New Zealand Citizen for at least 10 years
    OR
    Hold a current NZ Residency Class visa and ideally have been a citizen of the UK, USA, Canada or Australia for at least 10 years
  • Be eligible to obtain a Top Secret Special (TSS) clearance
  • Ordinarily this means you will have a 15-year checkable background in countries NZSIS Vetting can make meaningful and reliable checks
