Job summary

NZ Ministry of Education is seeking an experienced Property Advisor based in Napier to manage school property facilities across Hawke’s Bay and Tairawhiti. The role focuses on building a forward-looking capital works plan for each school using condition assessments and discussions with school management.

You will travel regularly, work with school personnel and other teams to deliver warm, safe and dry facilities that support education.

Qualifications

Responsibilities

  • Build out the forward-looking capital works plan per school based on condition assessment information gathered from school visits and discussions with school management.
  • Travel across Hawke’s Bay and Tairawhiti as part of the role, and work with school personnel and other teams to achieve the best outcomes for schools.
  • Ensure all school facilities are warm, safe and dry and conducive to education by coordinating asset management and capital works activities.
  • Collaborate with school boards and education property teams to optimise the condition and use of school buildings and facilities.

This is a full-time position based out of our Napier offices in Ahuriri, Hawke’s Bay. Your portfolio would consist of around 50 x schools/education facilities across Hawke’s Bay/Tairawhiti. Travel to each facility would be required once per annum.

The Property Advisor role focuses on working with school boards to optimise the condition of school property buildings and related facilities.

The position focuses on building out the forward looking capital works plan per school, based on condition assessment information gathered from school visits and discussions with school management.

Travel across Hawke’s Bay and Tairawhiti is an integral part of this role, as well as working with school personnel and other teams, in achieving the best outcomes for schools in ensuring all school facilities are warm, safe and dry and conducive to education.

Salary range: $100,296 - $121,490 per annum plus KiwiSaver.The successful candidate will be appointed at a salary which reflects individual skills and experience.

The regional School Property team, based at our Ahuriri offices in Napier, is a friendly team that works hard to achieve the best infrastructure outcomes for the schools in our portfolios. The School Property group manages one of the largest property portfolios in Aotearoa New Zealand, composed of over 2,100 primary and secondary state schools and over 8,000 hectares of land with a carrying value of $33.5 billion. Our team is responsible for the portfolio, including school engagement, asset management, capital works delivery, investment planning and portfolio management.

We have a responsibility to invest in property solutions that demonstrate value for money while still delivering the right outcome for our schools and kura. Demand for new or improved school property across the country is high, and the way we meet these needs is to do so more efficiently.We have set financial and timeliness targets for our programme, and we’re looking to improve our planning and delivery, as well as working proactively and collaboratively with schools and the construction sector. This will ensure that our property projects deliver value and are part of an affordable and deliverable programme of works.

The New Zealand School Property Agency (NZSPA) will be established as a Crown entity, to manage, plan, build, maintain and administer the education property portfolio. This is expected to happen by no later than 1 November 2026 now that the Education and Training (System Reform) Amendment Act 2026 - Ministry of Education has passed.

Once established, the NZSPA will be responsible for planning, building, maintaining and administrating the school property portfolio. Decisions on education policy, network and roll growth, including which schools will receive additional teaching spaces, will remain with the Ministry of Education.
