Te Puni Kōkiri seeks a General Manager, System Performance Monitoring to shape strategic direction and lead three specialist teams delivering evidence, insights and monitoring. You will work with Ministers, public sector leaders, iwi and Māori organisations to monitor Treaty commitments and Whānau Ora, guiding data-driven decisions for Māori development.

Te Puni Kōkiri leads policy advice to the Government on Māori development, and Iwi and Māori relations with the Crown. To do this effectively we must position ourselves to elevate our monitoring and mentoring responsibilities and emphasise our role in holding other agencies to account for delivery of public services to, for and with Māori.
Our Strategy puni is looking for a Paeārahi, Te Aroturukitanga o te Ahunga Pūnaha | General Manager, System Performance Monitoring. This role, reporting into the Deputy Secretary, Strategy, is a senior leadership role responsible for strengthening Te Puni Kōkiri's influence and impact across the public sector.
The Strategy puni provides strategic direction for Te Puni Kōkiri and monitors organisational performance and effectiveness, informed by a strong data and evidence base.
Te whai wāhitanga | The opportunity
You will lead three specialist teams covering public sector monitoring, Treaty settlement and Whānau Ora monitoring, and data and automation. Together, these teams provide evidence and insights, monitor how well public services are meeting the needs of Māori, track Treaty settlement commitments, support Whānau Ora monitoring, and manage the Ministry's data and analytics platform.
As a member of the Strategy Puni leadership team, you will help shape the strategic direction of Te Puni Kōkiri and ensure Māori perspectives, evidence and aspirations inform government policy, investment and service delivery.

The role brings together the Ministry's public sector monitoring, data, analytics and reporting functions. This includes monitoring public services and commitments, generating insights, managing data-sharing arrangements, supporting Māori data governance, and maintaining modern data and analytics capabilities.
The likely appointment range for this role is$214,378 - $267,973, based on skills and experience.
You are an experienced senior leader with expertise in Māori public policy, system performance monitoring, and the use of data and evidence to improve outcomes for Māori. You have a strong understanding of te ao Māori, Te Tiriti o Waitangi and Crown-Māori relationships, understand how to work in a kaupapa Māori environment, and be able to provide trusted advice to Ministers, chief executives and other senior leaders. Ideally you will have several years experience in a tier 3 or 4 level role, within a large organisation.
You are a skilled relationship builder who can work confidently with iwi, hapū, Māori organisations, government agencies and Ministers. You have a track record of leading high-performing teams through change, building capability, and creating an inclusive and accountable culture.
You also bring experience with modern data platforms, data warehousing, data-sharing agreements and Māori data governance. You can turn complex information into clear, practical advice and have strong political awareness, sound judgement and a good understanding of government decision-making processes. This role is not for a data technician however - you will be leading a highly capable technical team so you will need to know how to lead a team of technicians, but the focus of this role is on leadership and being able to navigate in a role where you will be both Ministerial and community facing.
