Job summary

Ministry of Foreign Affairs and Trade in Wellington seeks a Development Adviser in the MERL division to strengthen the evidence base for accountability, learning and development effectiveness across New Zealand's IDC Programme. You will influence policy and investment decisions through evidence-informed analysis.

The role involves delivering strategic evaluations, advising on MERL frameworks, and coordinating evaluation activities across the IDC Programme.

Qualifications

• Relevant graduate qualification in international relations, development studies, economics, finance or public policy.
• Experience in international development, policy design or programme design.
• Experience undertaking monitoring, evaluation, research and learning and applying evidence to decision-making.
• Excellent stakeholder engagement and communication skills with ability to influence across audiences.
• Understanding of The Treaty of Waitangi/Te Tiriti and Māori protocols is beneficial.

• Providing advice on monitoring, evaluation, research and learning frameworks and methodologies.
• Supporting the design of evidence-informed business cases including problem analysis and intervention logic.

Join a team at the centre of New Zealand's International Development Cooperation (IDC) Programme, using evidence and learning to influence decisions and improve development outcomes across the Pacific and beyond.

About the role - Kōrero mō te tūranga

As a Development Adviser, in the Monitoring, Evaluation, Research and Learning (MERL) division, you will play a key role in strengthening the evidence base that supports accountability, learning and development effectiveness across New Zealand's IDC Programme. This is an opportunity to directly influence how evidence informs policy, programme design and investment decisions.

Key responsibilities

• Managing and delivering a portfolio of strategic evaluation and research projects.
• Providing advice and support on monitoring, evaluation, research and learning frameworks, approaches and methodologies.
• Supporting the design of evidence-informed business cases, including problem analysis and intervention logic.

The salary range for this role is $109,112 to $128,367 total remuneration, inclusive of our 3% KiwiSaver employer contribution.

• A relevant graduate qualification (e.g. international relations, development studies, economics, finance, public policy)
• Experience in international development, policy and/or programme design.
• Experience undertaking monitoring, evaluation, research and learning, applying evidence to policy and programme decision-making.
• Excellent stakeholder engagement and communication skills, with the ability to build relationships and influence across diverse audiences.
• Understanding of The Treaty of Waitangi/Te Tiriti, Te Reo Māori and Māori customs and protocols would be beneficial.
