Job summary

Madison Recruitment is seeking a Clinical Lead for the Primary Care Programme in New Zealand. This flexible, part-time leadership role (8–16 hours per week) partners with sector leaders and communities to drive system-wide improvements while maintaining clinical practice. Fixed-term 12 months with hybrid working.

You will guide priorities, provide strategic clinical advice, and champion equitable health outcomes across NZ, with no people management responsibilities.

Qualifications

  • Active medical registration with the Medical Council of New Zealand.
  • Current Annual Practising Certificate.
  • Extensive clinical credibility in NZ primary care.

Responsibilities

  • Provide clinical leadership to inform programme priorities.
  • Support design and implementation of quality and safety projects.
  • Build relationships across the primary care sector and health system.
  • Partner with Māori health providers to support equitable outcomes.
  • Promote evidence-based practice and quality improvement.
  • Ensure consumer, patient, whānau perspectives are considered.
  • Represent the organisation at sector forums and events.
  • Act as a trusted clinical voice on emerging primary care issues.

Clinical Lead – Primary Care Programme

About the Opportunity:

As Clinical Lead, you will provide clinical leadership to support the establishment and early delivery of a primary care programme. Working closely with a dedicated programme team, you will help shape priorities, provide strategic clinical advice, and ensure initiatives are evidence-based, practical, and responsive to sector needs.

You will play a key role in building trusted partnerships across the health sector and championing approaches that improve quality, safety, and equity for communities across New Zealand.

This is a specialist clinical leadership role and does not include people management or programme management responsibilities.

Key Responsibilities:
  • Provide clinical leadership and strategic guidance to inform programme priorities and quality improvement initiatives.
  • Support the design and implementation of projects that enhance quality and safety within primary care.
  • Build and maintain strong relationships across the primary care sector, wider health system, and key stakeholder groups.
  • Partner with Māori health providers, iwi, hapū, clinicians, and communities to support equitable health outcomes.
  • Promote evidence-based practice and quality improvement approaches.
  • Ensure consumer, patient, and whānau perspectives are considered in programme development and delivery.
  • Represent the organisation at sector forums, conferences, and stakeholder engagement activities.
  • Act as a trusted clinical voice on emerging issues and opportunities within primary care.
What You’ll Bring:
  • Current registration with the Medical Council of New Zealand and a current Annual Practising Certificate.
  • Significant clinical credibility and experience within the New Zealand primary care sector.
  • Demonstrated experience leading or influencing quality improvement, service improvement, or health system transformation initiatives.
  • Strong understanding of clinical governance, healthcare quality and safety, and the broader health and disability system.
  • Proven ability to use data, evidence, and clinical insight to support improvement outcomes.
  • Experience working alongside Māori providers, clinicians, whānau, iwi, and communities.
  • Understanding of Te Tiriti o Waitangi, te ao Māori, and Māori health models.
  • Excellent stakeholder engagement, communication, and relationship management skills.
  • Ability to manage competing priorities and influence change within complex environments.
  • Experience working within government, public sector, or national health system environments.
  • Established professional networks across the wider New Zealand health sector.
  • Experience presenting at conferences, industry forums, or sector events.
