Tauranga City Council is seeking a senior security leader to shape the organisation's cyber security strategy, risk management and governance. You will guide AI governance, enterprise architecture and digital trust across a fast-growing New Zealand city.

Reporting to the CDO, you will partner with Executive Leadership to align security with business objectives, manage budgets, and lead critical incident responses while advancing secure, responsible digital innovation for Tauranga’s community.

Qualifications

• A relevant degree-level qualification, preferably supported by postgraduate study.
• At least 10 years' experience leading cyber or information security programmes, including at senior management or executive level (preferably at CISO level).
• A recognised industry certification such as CISSP, CISM, CRISC or equivalent.
• Experience leading security strategy, budgets, vendors and multidisciplinary teams in a complex organisation.
• Strong knowledge of relevant security frameworks, standards and legislation, including NZISM, Protective Security Requirements, ISO 27001, NIST, PCI DSS and the Privacy Act 2020.
• Demonstrated experience leading the response to significant cyber security incidents.
• An understanding of AI governance, responsible adoption and emerging technology risk.
• The ability to explain technical risk clearly to executives, governance groups, Elected Members and regulators.
• Excellent relationship management, communication and influencing skills.

Responsabilités

• Lead our enterprise-wide information and cyber security strategy, governance framework and roadmap.
• Protect critical information, systems and digital services, helping maintain the community’s trust in Council.
• Strengthen cyber resilience and lead the organisational response to significant security incidents.
• Provide clear, independent advice and assurance to senior leaders and Elected Members.
• Guide investment priorities by translating cyber risk into practical business terms.
• Oversee security risk, regulatory compliance, third-party assurance and sensitive investigations.
• Establish appropriate security standards and guardrails for artificial intelligence and automation.
• Champion effective AI governance and the responsible use of emerging technology.
• Act as executive sponsor for Enterprise Architecture, ensuring it informs strategy, investment and major change.
• Build strong relationships with government agencies, regulators, industry partners and security leaders across New Zealand.
