Job summary

Marlborough District Council is seeking an experienced asset management professional to lead planning and budgeting for three waters assets in Blenheim. You will work with engineering, finance and planning teams to inform decisions and manage infrastructure data systems.

Ideal candidates will have at least five years’ experience, a Bachelor of Engineering, and strong Excel/data analysis skills. Knowledge of IPWEA and Apopo is a plus, with a focus on lifecycle and investment planning.

Qualifications

  • Minimum five years’ experience in asset management and infrastructure planning for three waters.
  • Bachelor of Engineering or similar qualification is required.
  • Ability to build effective relationships with diverse stakeholders and manage priorities.
  • Knowledge of IPWEA and Apopo frameworks is advantageous.

Marlborough District Council - Blenheim, South Island

Reporting to the Planning & Development Engineering Manager, you'll lead the development and maintenance of strategic asset management plans, investment planning, and infrastructure asset data systems. You'll work closely with engineering, operational, finance, and planning teams to ensure informed decision-making and effective management of Council's three waters assets.

Working alongside a collaborative team of experienced water professionals and applying your technical expertise, you'll get involved in:

  • Asset Management planning and budgeting
  • Management of the infrastructural asset database
  • Monitoring of asset performance and asset reporting
  • Valuing assets and assessing services
  • Preparing and developing lifecycle, renewal and investment planning
  • Supporting environmental compliance obligations

Our ideal candidate will have a minimum five years’ experience in asset management and infrastructure planning in three waters infrastructure. This experience will be supported by a Bachelor of Engineering (or similar) tertiary qualification. You will also have a good ability to build effective relationships with a wide range of stakeholders while excelling at managing priorities and challenges.

Combined with this, you will have:

  • Experience with asset management information systems (AMIS), data analysis and Microsoft Excel.
  • Knowledge and understanding of recognised asset management practices and frameworks, such as IPWEA and Apopo.
  • Strong analytical, written communication and report writing skills.
  • Experience within local government or water infrastructure environments and knowledge of relevant legislation (Local Government Act 2002, Water Services Act, Te Mana o te Wai) would be advantageous.
