Job summary

MSF Norway is seeking a Portfolio and Project Capability Lead for a six-month full-time assignment starting December 2026. The role focuses on establishing pragmatic portfolio and project-management practices to support the organization’s multi-year strategic plan (MYSP) and to build lasting organisational capability.

Qualifications

• Relevant higher education or equivalent combination of education and significant professional experience.
• Practical experience in strategic portfolio management, strategy execution, programme management or closely related area.
• Experience establishing or improving project, portfolio, planning or organisational performance-management practices.
• Knowledge of financial planning and its connection to prioritisation and resource allocation.
• Knowledge of MoP and PRINCE2 or equivalent project-management methodology.
• English at CEFR C1 level.
• Strong strategic and analytical thinking, turning complexity into practical approaches.

Responsibilities

• Establish pragmatic portfolio- and project-management practices.
• Deliver a strategic project portfolio-management framework for identifying, assessing, prioritising, approving and monitoring strategic initiatives.
• Create a common strategic portfolio with visibility of priorities, ownership, resources, dependencies, risks, and benefits.
• Develop a clear MYSP implementation roadmap with priorities, ownership, timelines and dependencies.
• Build practical tools and governance for planning, delivery, evaluation and governance of projects.
• Establish reporting and indicators to monitor MYSP progress, outcomes and benefits.
• Align frameworks with financial planning, budgeting and resource capacity to sustain operations.
