Job summary

TMC Utrecht is seeking a Program Manager to lead integrated programs in infrastructure, mobility, energy transition, water safety, and spatial development. You will set up and govern programs, ensuring coherence with strategic objectives while managing scope, finances, risks, and quality.

The role interacts with governments and public bodies, translating complex challenges into concrete actions on-site in Utrecht.

Qualifications

• Experience managing programs or complex projects.
• Familiar with MSP, IPMA, PRINCE2 or similar methodologies.
• Affinity for civil engineering and spatial domain.
• Strong stakeholder management and governance communication.
• Analytical, structured, and decisive.

Responsibilities

• Set up, manage, and control integrated programs spanning multiple projects.
• Ensure coherence with strategic objectives and governance structures.
• Engage stakeholders at various levels and serve as a sparring partner for clients and executives.
• Oversee scope, phasing, finances, risks, capacity, and quality.
