Job summary

Spektrum seeks a skilled software developer to design, build and maintain the IOTA suite of tools under the guidance of the PM and SDM. You will work on Java backend and Angular frontend, write documentation and help update the backlog.

This role is based in The Hague, on-site, with potential travel to NATO sites. You will join a multinational team and operate in fluent business English, using modern tools like Git, Maven, Jira and Jenkins.

Qualifications

  • At least 3 years’ experience with Java backend development using Java 21 and Spring.
  • 3 years’ experience with frontend development in Angular (version 20).
  • Hands on experience with GIT, Maven, JIRA, Jenkins.
  • Experience with Networking (TCP/IP, UDP) and Messaging systems.
  • Experience with military Data links is preferred.
  • Experience with testing software across the full lifecycle.
  • Proven ability to work in a multinational team.
  • Fluent business English.

Responsibilities

  • Design, develop, test and maintain the software for the IOTA suite of tools.
  • Write, update and maintain the software documentation for the IOTA suite of tools.
  • Participate in team meetings as required by the LD, SDM and PM.
  • Update the development backlog system with progress and comments.
  • Participate in requirements elicitation, analysis and design discussions.

The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO’s member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.

The NCIA provides a wide range of services, including:

  • Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO’s communication networks and information systems against cyber threats.
  • Command and Control Systems: The NCIA develops and maintains the systems used by NATO’s military commanders to plan and execute operations.
  • Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.
  • Electronic Warfare: The NCIA provides electronic warfare services to support NATO’s mission to detect, deny, and defeat threats to its communication networks.
  • Information Management: The NCIA manages NATO’s information technology infrastructure, including its databases, applications, and servers.

Overall, the NCIA plays a critical role in ensuring the security and effectiveness of NATO’s communication and information technology capabilities.

Assistance and Advisory Service (AAS)

The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.

To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise’s: NATO International Civilians (NIC)’s, Military (Mil), and Interim Workforce Consultants (IWC)’s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.

Role Background

Under the supervision of the Project Manager (PM) and the Service Delivery Manager (SDM), the Contractor will work under the guidance of the Lead Developer (LD) and develop and update the IOTA suite of tools.

Role Duties and Responsibilities
  • Design, develop, test and maintain the software for the IOTA suite of tools.
  • Write, update and maintain the software documentation for the IOTA suite of tools.
  • Participate in the team meetings as required by the Lead Developer (LD), the Service Delivery Manager (SDM) and the Project Manager (PM).
  • Update accordingly the development backlog system with progress and comments.
  • Participate in requirements elicitation, analysis and design discussions.
  • Support bug fixing and stability improvements.
  • Create and run test cases.
  • Create and update documentation.
  • Support users in the acceptance testing.
Essential Skills, Experience and Certifications
  • At least 3 years’ experience with Java backend development, using recent techniques like Java 21 and Spring.
  • And/or 3 years’ experience with Front end development in Angular, using recent version (20).
  • Hands on experience with development tooling: GIT, Maven, JIRA, Jenkins.
  • Candidate should have experience with Networking (TCP/IP, UDP) and Messaging systems.
  • Experience with military Data links is preferred.
  • Experience with testing software using technologies and methods to support the full software lifecycle.
  • Proven ability to integrate and work in a multinational team.
  • The ability to conduct all work in fluent business English.
