Job summary

ICMP, the International Commission on Missing Persons, is establishing a roster of Senior Legal Experts in Administrative Law to provide strategic, high-level advice on governance, employment law, and organizational compliance. The consultancy runs for two years (1 September 2026 to 1 September 2028).

It is remote, with occasional travel to The Hague and other locations; English is required. Applicants must have an advanced law degree, 7+ years' international experience, and prior work with

Qualifications

• Advanced degree in law (Masters or equivalent).
• Admission to practice law in a national jurisdiction.
• 7+ years of progressively responsible legal experience in international administrative and employment law.
• Experience with international or intergovernmental organizations.
• Fluent written and spoken English; additional languages are a plus.
• Strong analytical, drafting, and communication skills.

Responsibilities

• Provide legal advice on governance, policies, and organizational compliance.
• Review and develop personnel policies and admin frameworks for compliance with laws and standards.
• Identify and manage legal risks related to governance and HR matters.
• Prepare opinions, memoranda, briefing notes, and legal documents on governance and employment issues.
• Advise on staff appeals, disciplinary matters, and due process in organizational matters.
• Draft and review legal documents, policies, and internal governance instruments.
• Support investigations, dispute resolution, and policy implementation as needed.
• Collaborate with stakeholders to integrate legal considerations into decision-making.
• Monitor developments in legal frameworks and advise on implications.
