Job summary

EUROCONTROL Maastricht Centre is hiring an IT Infrastructure Specialist to implement, operate and improve on-premises and cloud hosting solutions based on Infrastructure as Code. The role includes service-delivery management for external contracts, monitoring performance, and coordinating maintenance for a reliable platform.

The candidate will work with MUAC/ENG/ITCOM/SOV teams, using Terraform, Ansible, Linux scripting, and cloud technologies, with focus on IaaS/PaaS and security

Qualifications

• Completion of relevant third level studies (e.g. Engineering, Computer Science), EQF Level 6 with at least 4 years’ experience.
• Completion of EQF Level 7 with at least 3 years’ experience.
• Experience in supporting large infrastructures with cloud design/management (IaaS/PaaS).
• Experience in IT Service management and in designing, setting up, and maintaining Virtualisation Stacks AHV and/or KVM.
• Python or Perl scripting or other Linux scripting languages.
• Terraform and Ansible for infrastructure as code.
• Knowledge of Kanban methodology and security considerations.

Responsibilities

• Implement, operate and continuously improve hosting solutions (on-premises and cloud) based on Infrastructure as Code.
• Act as service delivery manager for external contracts, coordinating work and ensuring objectives.
• Monitor hosting services and optimise performance, capacity and cloud spending.
• Coordinate maintenance, updates, outages, problem investigations and root-cause analysis.
• Ensure security operations processes are followed with IT Security and Architecture teams.
• Gather requirements and translate into technical specifications and solutions; improve user experience.
• Develop and maintain technical documentation and contribute to tender processes.
• Provide technical expertise for MUAC platform modernisation and related projects.
• Report status, summaries and roadmaps; carry out other tasks aligned with the role.

Job description

• In accordance with the Service Regulations, staff are required to reside either at their place of employment or at such distance from it as is compatible with the proper performance of their duties.

• Working arrangement: EUROCONTROL operates a hybrid working model, combining onsite presence with teleworking opportunities. Teleworking is subject to the applicable internal rules and is granted in line with business needs and managerial approval.Teleworking must not exceed 50% of the days worked in a month when performed at the official place of residence as defined above.In addition, all staff may telework from a location of their choice for up to 20 working days per calendar year, with line manager authorisation. These 20 days do not count towards the 50% monthly limit.

• Implement, operate and continuously improve on-premises and cloud-based hosting solutions and services based on Infrastructure as Code, in collaboration with internal and external IT support teams, cloud engineers, architects, cyber experts and developers.
• Act as service delivery manager for external service-provider contracts, coordinating time- and task-based work, monitoring workload and tasks, and ensuring agreed objectives are met.
• Monitor hosting services and optimise service performance, capacity, usage, lifecycle management and cloud consumption/spending to ensure efficient, reliable and high-quality service delivery.
• Coordinate maintenance activities, updates, major issue/outage resolution, problem investigations and root-cause analysis for the platform infrastructure and hosted services.
• Ensure security operations processes are followed by internal and external service providers, in close collaboration with IT Security Officers/SOC and Architecture teams.
• Gather requirements from operational staff, development teams, office users and external customers; act as a point of contact for hosting-service matters; translate requirements into technical specifications and service solutions; and enhance the user experience.
• Develop and maintain technical documentation, including operational procedures, reports, lifecycle documents and safety assessments, and contribute technical specifications and requirements to call-for-tender processes.
• Provide technical expertise for MUAC platform modernisation and participate in projects, work packages, studies and other tasks in line with the main purpose of the job.
• Report high-quality status, summary and roadmap overviews.
• Carry out any other task in line with the main purpose of the job.

Required qualifications, experience & competencies

• Completion of relevant third level studies (e.g. Engineering, Computer Science), meeting EQF Level 6 European Qualifications Framework (EQF) followed by at least 4 years relevant professional experience to perform the advertised responsibilities.
• Completion of relevant third level studies (e.g. Engineering, Computer Science), meeting EQF Level 7 European Qualifications Framework (EQF) followed by at least 3 years relevant professional experience to carry out the advertised responsibilities
• Experience in supporting large infrastructures (platform storage network) including cloud solution design and management with a focus on IaaS and PaaS.
• Experience in:
  • IT Service
  • Designing, setting up, and maintaining Virtualisation Stacks: AHV and/or KVM.
  • Python or Perl scripting or other Linux scripting languages.
  • Enterprise Linux and infrastructure as code tooling like Terraform and Ansible.
  • Experience with KANBAN methodology.
  • Understanding of application and platform security.
• The following would be considered an advantage:
  • Experience with Jira and Git/Bitbucket.
  • Experience with Platform Services (designing, providing and maintaining).
  • Experience with technical troubleshooting, where possible in coordination with (product) support company.

A conversion to an undetermined duration appointment is possible where all of the following cumulative conditions are met: the post is confirmed as being of a lasting nature; the staff member has completed at least five years of service; the staff member’s performance has been satisfactory; and the conversion is in the interests of the service. Conversion is therefore not automatic.

  At the end of the 5 Year period of the post for which they were selected:
  • If the assignment is extended, they will continue in the post in accordance with the applicable rules.
  • If the assignment is not extended and/or the duties are not confirmed as being of a lasting nature, they will be transferred to another post corresponding to their “previous” type of post, job level, and function group.
• The selected candidate must successfully complete a probationary period of nine (9) months before being established in the post.
• The selected candidate shall be appointed at the grade set out in this vacancy notice, or if a group of grades has been published for a job level, in principle at the basic grade of the published job level.
• Candidates declared suitable who are not selected for the post will be placed on a reserve list for similar roles. The reserve list will be valid for one year from the closing date of applications.
