The International Criminal Court is seeking an experienced professional in The Hague to lead and support judicial cooperation and external relations initiatives. The role involves coordinating with Country Offices, diplomats, and intergovernmental partners to advance cooperation and gather essential evidence for ICC proceedings.

Qualifications include an advanced degree in law or related field and several years of experience in international relations or criminal justice.

• Five years (seven years with a first-level university degree) of progressively responsible experience in external or international relations, cooperation, negotiation or international criminal justice.
• Professional experience in international or domestic criminal law and experience in working in judicial cooperation is strongly desired.
• Excellent knowledge of the substantive and procedural provisions of the Rome Statute and the ICC Rules of Procedure and Evidence.

Responsabilidades

• Support coordination and development of judicial cooperation activities as well as the external relations activities for facilitating judicial cooperation, services and initiatives, to promote and build international cooperation and partnerships in support of the ICC external relations strategy.
• Identify opportunities and/or specific situations and develop the approach, specific plans, projects and related documents including notes verbale, diplomatic correspondence, grant proposals, etc. to promote cooperation.
• Research and provide advice on the full range of issues relating to Judicial cooperation and/or specific external relations and state cooperation issues arising from ICC proceedings.
• Support coordination with and provision of advice to the Chief of Country Offices in the implementation of judicial cooperation and state cooperation activities, strategies and follow up, as well as liaise with diplomatic and State representatives, judicial authorities and other intergovernmental organisations.
• Support consultation and coordination with the Office of the Prosecutor and Presidency to ensure consistency in the Court’s external relations demarches.
• Participate in meetings, conferences and field missions and undertake speaking engagements and/or makes presentations to groups on the Court’s work and activities.
• Support planning and coordination of the work of the Associate Judicial Cooperation Officers.

Contract Duration: For initial appointments, the Court offers a two-year appointment with the possibility of extension (six month probationary period).

A roster of suitable candidates may be established for this post as a result of this selection process for fixed-term appointments against both established posts and positions funded by general temporary assistance (GTA).

Organisational Context

Under the direct supervision of the Director of the Division of External Operations (DEO), the Judicial Cooperation Support Section (JCSS) is responsible for providing a coordinated, strategic approach to judicial cooperation within the Registry and Court’s stakeholders as a whole, both internally and externally, allowing the Registry to exercise a more prominent and strategic role in this regard.

The Section is responsible for developing strategies and implementing external relations actions to further judicial cooperation objectives (including, inter alia, the conclusion of (voluntary) cooperation agreements related to the court proceedings, external engagements and participation at conferences and meetings on cooperation matters).

The JCSS consists of two units, the Judicial Cooperation Unit (JCU) and the Suspects-at-Large Unit (SLU). The Judicial Cooperation Unit (JCU), under the direction of the Head of Unit and the oversight of the Chief of JCSS, is responsible for cooperation matters pertaining to the implementation of Judicial Orders (including, inter alia, tracing and freezing of assets, (interim) release, witness appearance and evidence collection, observations from States) and to the provision of support to Defence, Legal Representatives of Victims and Registry sections for the discharge of activities in the context of their respective mandate.

Duties and Responsibilities

Within this framework, and under the direct supervision of the Head of the Judicial Cooperation Unit, the incumbent will perform the following duties:

Education

Advanced University degree (Master’s degree or equivalent) in law, political science, international relations or other relevant field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Experience

Five years (seven years with a first-level university degree) of progressively responsible experience in the area of external or international relations, cooperation, negotiation or international criminal justice is required.

Professional experience in international or domestic criminal law and experience in working in judicial cooperation is strongly desired.

Excellent knowledge of the substantive and procedural provisions of the Rome Statute and the ICC Rules of Procedure and Evidence.

Knowledge of Languages

Proficiency in one of the working languages of the Court, English or French, is required. Working knowledge of the other is considered a strong asset. Knowledge of another official language of the Court (Arabic, Chinese, Russian, Spanish), or another language directly relevant to the investigations, is an additional asset.
