Job Description

About Shell Mobility: Shell Mobility is the world’s largest fuels retailer, with more than 50,000 sites across 60 countries, serving over 30 million customers every day with fuel, food, coffee, and convenience products. Within this global network, the Benelux & France cluster operates nearly 1,000 service stations across four countries, supporting private customers, fleet drivers, and truck drivers. As part of our Powering Progress strategy, we are driving the mobility transition by making cleaner mobility seamless and enjoyable – enhancing our fuels portfolio, expanding EV charging, and delivering an outstanding convenience retail offer that puts customers first and elevates every journey. Within Mobility, the Network team is responsible for the end‑to‑end lifecycle management of all Mobility assets, including fuel stations, convenience retail locations, electric vehicle (EV) charging infrastructure, and liquefied natural gas (LNG) facilities. The team develops and executes network strategies and long‑term masterplans, manages capital investment portfolios, and leads asset acquisition, renewal, and divestment activities. It also oversees the full asset lifecycle, from project development and construction through maintenance, optimization, and eventual decommissioning, ensuring our network remains safe, competitive, and future‑ready.

What’s the role

As an Engineering, Procurement, and Construction Management (EPCM) Manager, you will lead the end‑to‑end delivery of engineering and infrastructure projects across the Netherlands in a diverse portfolio that includes convenience retail, conventional fuels, EV charging, battery energy storage systems (BESS), asset integrity, and maintenance programs. Acting as the Contract Holder for integrated EPCM and maintenance delivery partners, you will govern engineering design, procurement, construction execution, technical assurance, and contractor performance. You ensure work is delivered safely, efficiently, and in compliance with project management, engineering, regulatory, and asset integrity standards, on time, on budget, and in full. You will play a key role in shaping and continuously improving engineering delivery models, leveraging contractor capabilities to accelerate project execution while maintaining rigorous safety and risk controls. The role requires close collaboration with multidisciplinary technical specialists, operations teams, and external contractors to resolve complex or fast‑paced engineering challenges. You drive project assurance and ensure delivery deliver of fit‑for‑purpose solutions across a broad portfolio of retail and energy assets. We are seeking a technically strong engineering leader with proven experience in capital project delivery, contractor management, technical governance, and the successful execution of complex infrastructure projects in a regulated environment. You will also lead the delivery of a diverse capital investment portfolio through an extended partner workforce of approximately 35 professionals. Acting as Shell’s client representative and Contract Holder for the integrated engineering and maintenance partnership, you will drive safe, high‑quality project execution and hold partners accountable for delivery performance. You will work closely with senior contractor leadership to streamline project delivery while ensuring strong technical governance and risk management.

What you’ll be doing

Champion Shell’s HSSE culture and lead the delivery of Goal Zero performance across all project activities. Lead the end‑to‑end delivery of the CAPEX projects portfolio across the Netherlands, ensuring alignment with Network Imperatives, business objectives, and investment priorities. Own governance of the L2 partnership, providing strategic oversight and leadership to the Contract Management Team. Drive performance, accountability, and continuous improvement across EPCM and FMC delivery partners, who provide the workforce of 35 to 50 FTE you will lead. Ensure full compliance with Shell’s DCAF framework, technical standards, and project assurance requirements. Approve key project control points and provide quality assurance throughout the entire project lifecycle. Optimize project value through standardization, lean execution methodologies, and cost‑efficient delivery practices. Validate engineering designs and technical solutions in collaboration with Mobility Global Engineering stakeholders. Lead project budgeting, forecasting, KPI management, resource planning, and team organization. Conduct site visits and engage with front‑line workers to ensure safe execution and adherence to HSSE requirements. Provide clear project reporting, proactively manage risks, and resolve complex issues across multidisciplinary teams. Chair operational, contract governance, and business performance review meetings to drive delivery excellence and stakeholder alignment. Lead the implementation of new‑to‑Shell local contracting strategies, demonstrating value realization and promoting best practices across the global SME community.

What you bring

Results‑oriented mindset with a strong work ethic, exceptional problem‑solving skills, and a willingness to take ownership and accountability for project delivery. Strong commercial acumen, with the ability to assess technical and engineering decisions through a business and value‑focused lens. Operating at construction company director level and being comfortable to work independently with senior contractor leadership. Sound risk management capabilities, balancing opportunity and risk to make informed decisions that support project success. Adaptable and resilient, able to thrive in an environment with evolving priorities, changing business needs, and dynamic market conditions. Native or fluent Dutch speaker (C1+) with strong verbal and written English communication skills (minimum B2 level). Knowledge of conventional fuel systems is advantageous; successful candidates will be developed toward Technical Authority 3 (TA3) certification in Business Controls and Fuels. Shell in The Netherlands

The Netherlands is one of the two founding countries of the company. Here 9,380 employees (March 2024) of more than 100 nationalities jointly work to provide the country with energy for today, for tomorrow and for you.

Energy for today

The refinery at Shell Energy and Chemicals Park Rotterdam (Pernis) – Europe’s largest – is facing a cleaner future with less carbon emissions. Chemicals Park Moerdijk is transitioning to a circular future. Shell operates multiple wind and solar farms in the Netherlands. Both onshore and offshore, Shell is exploring for and producing oil and gas via the Nederlandsche Aardolie Maatschappij, NAM (50% Shell, 50% ExxonMobil). Shell is the market leader in transport fuels. Dutch motorists take 3billion litres of fuel from 570 Shell retail stations (May2024) annually, while thousands of Shell's own fast EV charge points and Shell Ubitricity normal charge points are being installed as we speak.

Energy for tomorrow

At the Energy Transition Campus Amsterdam (ETCA), research is conducted into low CO2 energy technologies and sustainable solutions for energy and chemicals. Near Rotterdam Shell builds Europe’s biggest green hydrogen plant of the continent. From Amsterdam and The Hague, Shell Nederland leads the transition of the corporation to a more sustainable future, with 6.5billion euros invested in solar panels, wind farms, green hydrogen, sustainable aviation fuel, EV charging and other groundbreaking solutions for the future.

Energy for you

Even after the company HQ moved to London in January2022, Shell's commitment to the Netherlands remains very strong. The Hague still housing the headquarters of three of Shell's business divisions, and Rotterdam stays a key trading, marketing and sales hub for Shell products. Combined Shell in the Netherlands works to bring its wide range of energy products as close as possible to you as an energy consumer. This includes a Shell Impact Fund to make the energy transition closer to people with financial challenges, this includes EV chargers on the corner of your street via our daughter company Ubitricity and this includes keeping the country warm in winter with Liquid Natural Gas.
