The Deputy Registrar assists the Registrar and acts in their absence, ensuring the highest standards of efficiency and integrity.
Job purpose: The Deputy Registrar of the ICJ assists the Registrar in managing the Registry's administration, diplomatic relations, and judicial proceedings. This role involves acting as Registrar in their absence or upon direction, overseeing external relations with states and international organizations, and managing communications with parties to cases. The Deputy Registrar is key to the smooth functioning of the Court's judicial processes, ensuring all procedural and administrative aspects are handled efficiently and with the utmost integrity, supporting the Court's mandate as the principal judicial organ of the UN.
Responsibilities: The Deputy Registrar supports the Registrar in administering the ICJ Registry. Key responsibilities include managing internal administrative aspects, supervising Registry departments, and overseeing specific projects. Diplomatically, the role involves managing the Court's external relations, acting as a communication channel with states, UN organs, and international organizations. Judicially, the Deputy Registrar manages case proceedings, prepares cases for the Court, maintains relations with parties, handles case-related correspondence, and ensures official communications are issued. They are also responsible for attending Court and chamber meetings, providing assistance, and ensuring reports are prepared.
Education: An advanced university degree (Master's or equivalent) in law or international relations, with a specialization in public international law is required. Related studies in public administration are an asset. Equivalent combinations of a university degree, legal training, and professional experience may also be considered.
Work experience: A minimum of 15 years of professional experience in public international law, international dispute resolution, or international organization administration is required. Significant managerial and supervisory experience, preferably in a judicial or international organization setting within a multicultural environment is also necessary. Experience in diplomacy is highly desirable.
