Job description
PRIMARY OBJECTIVES
  • Manage the development of TQM and QHSE policies, strategy, and systems, including resource, systems, timescales, financials, to support, contribute to, and integrate within, the company's annual business plan and long-term strategy.
  • Define individual roles and responsibilities in monitoring TQM and QHSE management systems implementation including compliance to international standards and local Safety, Health and Environmental laws and regulations.
  • Ensure all TRXC activities and/or development project (planning and development, procurement, implementation, operations) activities are executed in accordance with international standards and local Safety, Health and Environmental laws, and regulations contractual requirements.
Key Responsibility
Leadership and Collaboration
  • Assist or represent Lead TQM on leadership and management by example in the organization development and advancement needs in operational excellence.
  • Coordinate and manage the operationalization of established practices and processes across organization.
  • Assist Lead TQM in advising the Management and Heads of Departments of TRXC on the implementation and performance of TQM and QHSE Management System.
  • Support Lead QHSE as the principal focal point and driving force of TQM and QHSE Management System implementation and performance.
  • Continuous improvement through the TQM and QHSE Management System.
TQM and QHSE Management
Systems Management and Performance
  • Develop, maintain, and monitor the effectiveness of TQM and QHSE Management System within TRXC development project(s).
  • Ensure alignment of IMS policies and procedures with organizational goals and regulatory requirements.
  • Coordinate cross-functional teams to ensure effective integration of quality, environmental, and safety processes.
  • Plan and organize TQM and QHSE Assurance programs or relevant TQM and QHSE monitoring tools e.g., inspections, audits, satisfaction survey, root cause analysis, and Contractors’/Vendors’ performance assessments.
  • Manage and monitor the performance of appointed vendor(s) e.g. Contract Administrators (CA) in ensuring implementation and compliance of TRXC General Requirements by the Contractors.
  • To authorise the Stop Work Orders (SWO) for any non-compliance detected in any TRXC projects during construction and operations activities and by recommendation of Safety & Health managers/Officers (SHO), Environmental Managers/Officers and Project team members as deemed fit.
QHSE Risk and Management
  • Identify and assess QHSE risks and implement mitigation strategies.
  • Ensure compliance with legal, regulatory, and industry standards.
  • Maintain documentation and records in accordance with IMS requirements.
TQM and QHSE Reporting
  • Produce periodical management report on TRXC TQM and QHSE Performance and Improvement and submit to TRX management for review and approval.
Incident Investigation and Reporting
  • Ensure all incidents and accidents are investigated and improvement action is taken throughout TRXC development and project.
  • Participate in incident investigation, incident meeting and make a recommendation to prevent reoccurrence.
  • Advise TRXC Senior Leadership on the outcome and next step course of action pertaining to incident and accident prevention throughout the development and project.
Liaison with DOSH, Contract Administrator, Contractor and Others
  • Interact with the DOSH, DOE and Enforcing Authorities on issues pertaining to TRXC Project Site and site wide QHSE matters.
  • Manage and monitor the closure of all identified corrective and preventive action for any non-compliance issued by DOSH, Local Authorities or External Parties.
