Job Responsibilities
  • Regulatory Governance & Trade Compliance
    • Direct all import/export activities for raw materials, high‑value equipment, and finished goods to ensure strict adherence to the Malaysia Customs Act and international trade treaties.
    • Oversee the preparation and rigorous verification of critical shipping documents, including Commercial Invoices, Packing Lists, Delivery Orders, K1/K2/K9 forms, and Bill of Lading/AWB.
    • Monitor and interpret shifts in global trade laws (e.g., SST amendments, FTA updates); perform gap analysis and provide actionable impact assessments to senior management.
  • LMW & Tax Incentive Management
    • Lead end‑to‑end administration of the Licensed Manufacturing Warehouse (LMW), including accurate monthly reporting (M1, M2), subcontracting compliance, and local sales (Duty Paid) applications.
    • Strategically manage MIDA duty exemption permits and machinery/equipment tax incentives to minimize tax liabilities and maximize cost savings.
    • Act as the primary lead for all LMW audits and physical inspections conducted by the Royal Malaysian Customs Department (RMCD).
  • Strategic Trade Act (STA) & Export Control
    • Serve as the designated gatekeeper for the Strategic Trade Act (STA 2010), managing ECCN classifications, Dual‑Use item identification, and STA permit applications.
    • Develop, maintain, and audit the Internal Compliance Program (ICP) to mitigate risks associated with sanctioned parties, denied entities, and restricted end‑uses.
  • Customs Valuation & Tariff Classification
    • Provide expert determination on HS Code classifications to ensure regulatory accuracy and prevent overpayment of duties or non‑compliance penalties.
    • Oversee specialized duty exemption applications through MITI, ATA Carnet, and other regional trade frameworks.
    • Ensure 100% accuracy in customs declarations and establish a robust digital/physical filing system to guarantee data traceability for a 7‑year statutory period.
  • Government Relations & Audit Defense
    • Cultivate and maintain professional, high‑level relationships with RMCD, MIDA, MITI, and other relevant government agencies.
    • Lead the company’s defense strategy during Post‑Clearance Audits (PCA) and formal compliance inquiries, ensuring swift resolution and minimizing financial/legal exposure.
  • Process Optimization & Operational Excellence
    • Design and implement standardized trade operating procedures (SOPs) to reduce clearance lead times and enhance cross‑departmental transparency.
    • Evaluate and manage the performance of freight forwarders and customs brokers against defined KPIs and SLAs to ensure operational reliability.
Requirements
  • Bachelor’s Degree holder or relevant Professional Qualifications.
  • Minimum 5+ years of hands‑on experience in customs and trade compliance; at least 1–2+ years in a leadership or people‑management role. Experience in Semiconductor or high‑tech electronics manufacturing is essential.
  • Subject Matter Expert (SME) in LMW regulations, MIDA incentives, and STA (Strategic Trade Act).
  • Native/Professional fluency in English and Bahasa Malaysia (critical for government official letters and negotiations).
  • Strong analytical mindset, exceptional negotiation skills, and the ability to influence cross‑functional stakeholders (R&D, Finance, Production).
