Location: Headquarters (KL HQ)
Role Type: Tender-stage technical support

Reporting To: Tender Manager / Technical Director

Key Responsibilities

1. Based at Headquarters (HQ), responsible for the preparation, compilation, and coordination of technical tender submissions;

2. Prepare and/or support the development of the Master Programme (overall construction schedule) during the tender stage in accordance with tender requirements;

3. Develop logical construction sequencing, critical paths, and key milestones in alignment with the proposed Method Statement;

4. Provide technical input on project duration, phasing, and resource assumptions from a constructability perspective;

5. Coordinate with internal teams (Engineering, Planning, M&E, Procurement, etc.) to collect and consolidate technical tender information;

6. Support revisions to technical proposals and programmes in response to client or consultant clarifications;

7. Assist in technical clarifications, tender queries, and preparation of related technical documentation.

Requirements

1. Degree or diploma in Engineering, Civil, Building, Mechanical & Electrical, or related disciplines;

2. Experience in construction tendering or technical submissions, with HQ-based tender support experience preferred;

3. At least two (2) complete project site construction experiences from commencement to completion, with hands‑on involvement and clear understanding of the full construction process;

4. Strong understanding of tender‑stage Master Programme development, with proficiency in Primavera P6 and/or MS Project; 5. Solid knowledge of construction sequencing, critical path analysis, and schedule control; 6. Familiarity with the Malaysian construction environment and basic approval processes (e.g. Local Authorities, Bomba, CIDB) is an advantage;

7. Language requirements:

• Fluent in English and Bahasa Malaysia (mandatory)
• Fluency in Mandarin (Chinese) is an added advantage
• Able to conduct professional technical communication, tender clarifications, and prepare written technical documents

8. Strong communication and presentation skills, with the ability to articulate technical and construction‑related matters clearly;

9. Detail‑oriented, well‑organised, and able to perform effectively in a fast‑paced tender environment.

Position Notes

• This is a HQ‑based technical tender role, not a site‑based position;
• Candidates must have genuine, end‑to‑end site construction experience, although the current role focuses on technical and tender support;
• Suitable for engineers transitioning from site execution to technical, tendering, or project planning functions.
