Responsibilities
We are seeking a skilled and forward-thinking Strategic Business HR Manager to serve as a trusted advisor and strategic partner to executive leadership teams. This role is central to driving organizational effectiveness, talent strategy, and leadership development across dynamic matrixed environments. You will lead initiatives that foster a high-performance culture, enable scalable growth, and align people strategies with business priorities.
As a key member of the Business HR team, you will collaborate across the HR value chain—including corporate and country HR partners—to solve business challenges, guide change management efforts, and ensure the seamless execution of global HR programs. Your ability to influence, coach, and consult with senior leaders will be critical for shaping the future of Keysight’s workforce.
This position reports to the Global Business HR Director.
Key Responsibilities
- Strategic HR Partnership: Align HR strategies with business objectives by partnering closely with executive and senior leadership teams.
- Strategic Coaching: Provide strategic coaching and counsel to leaders to influence decisions and drive business outcomes.
- Organizational Capability & Talent Strategy: Design and implement talent management strategies to attract, retain, and develop top talent across assigned business units.
- Succession & Leadership: Build robust succession plans and leadership pipelines to support long-term organizational health.
- Workforce Planning: Champion workforce planning and capability development aligned with future business needs.
- Performance & Engagement: Drive employee engagement, productivity, and development through effective performance management practices.
- Geographic Alignment: Partner with country HR teams to ensure consistency and impact across geographies.
- Learning & Development: Collaborate with Global Learning & Development to deliver targeted training programs that enhance leadership and functional capabilities.
- Culture of Learning: Promote a culture of continuous learning and growth across all levels of the organization.
- HR Metrics & Analytics: Monitor and analyze HR metrics to assess program effectiveness and guide data-driven decisions.
- Insights to Action: Translate insights into actionable strategies that improve organizational performance.
- Cross-Functional Collaboration: Partner with legal, finance, operations, and other stakeholders to ensure HR strategies are integrated, compliant, and aligned with business operations.
- Change Management: Lead change management efforts to embed new processes, systems, and ways of working.
- Business-specific skills & experience: Partner with supply chain and manufacturing leaders to shape and align HR strategies with transformation goals.
- Organization Design & Capacity: Design organizational structures and resource plans to accelerate NPI velocity and enable scalable production.
- Talent Development: Champion talent development and retention strategies for critical roles in R&D, manufacturing, and supply chain.
- Strategic Workforce Planning: Lead strategic workforce planning to anticipate and navigate transitions driven by technology upgrades and process digitization.
- Reskilling & Upskilling: Drive reskilling and upskilling initiatives that empower the workforce for future technology trends including AI, machine learning, 6G, and software development to enhance agility and strengthen competitive advantage.
- Culture & Agility: Cultivate a culture of agility, innovation, and continuous improvement across globally distributed teams.

Qualifications
- Bachelor’s degree in Human Resources, Business Administration, or a related field; equivalent work experience and skills are valued equally.
- Minimum of 7 years of HR management experience, ideally in high-tech or regulated industries.
- Certification in HR (e.g., SHRM-CP, PHR) or related areas is a plus.
