Job summary

A leading HSE consultancy is seeking a qualified professional for an HSE advisory role in Kerteh, Malaysia. The position requires a minimum degree in HSE/Engineering/Science and five years of experience in an oil and gas environment. Responsibilities include advising on HSE compliance, executing site inspections, analyzing performance data, and managing emergency preparedness. Candidates must possess valid BOSIET certification and demonstrate strong communication skills. This is an 8-month renewable contract with associated allowances.

Qualifications

  • Minimum five years experience as Site HSE related position in oil and gas industry.
  • Possess valid BOSIET with CA-EBS certification.
  • Good English proficiency (verbal/writing) and good communication skills.
  • Possess basic computer skills (MS Office or equivalent).

Responsibilities

  • Provide advice on Health, Safety and Environment (HSE) compliance.
  • Analyze areas impacting HSE performance and monitor intervention plans.
  • Conduct regular HSE inspections to manage associated risks.
  • Participate in site incident investigations to identify root causes.

  • Analyze Contractor HSE performance data for improvements.

Description
  • Provide advice and work closely with the department, including contractors, on Health, Safety and Environment (HSE) matters, to ensure that conducted activities are in full compliance with HSE regulatory and company requirements covering HSEMS, MCF and TIPS.
  • Provide analysis on specific concerning areas impacting HSE performance by identifying gaps and monitoring the implementation of intervention plans for gap closure and continuous improvement initiatives towards achieving HSE excellence.
  • Lead regular HSE inspection/assurance to ensure that HSE risk associated with work activities as well asrisk posed by facilities, equipment and consumables are managed to a level that is as low as reasonably practicable (ALARP) and guide frontline of wells in implementation of HSEMS, MCF and TIPS by providing HSE Tier 1 oversight.
  • Conduct/participate in site incident investigation, ensuring that the incident investigation process is carried out in accordancewithincident investigation & reporting procedures and to effectivelyidentify potentialroot causesand develop effective intervention plan to prevent reoccurrence of similar incident to safeguard andprotect people, environment, asset & reputation.
  • Participate in HSE Risk Assessment and report review to ensure accurate assessment of risks and all threats are being addressed,adequate control and recovery barriers are identified and to influence Technical Authority and Line Management for adoption of recommendations.
  • Plan, coordinate and analyze effectiveness of emergency preparedness and drill exercise (Tier 1) and drive the implementation of effective emergency response programs at work location.
  • Manage the tracking and monitoring of the closure of action items of emergency drills/exercise.
  • Formulate areas to be improved through analyzing Contractor HSE performance data and assist Operation team and Well Site Supervisor (WSS) in providing sound advice to contractor for HSE compliance; and alignment with Upstream HSE including evaluation of tendering processes.
  • Monitor implementation of intervention plans for gap closure and ensure continuous improvement towards sustenance of Contractor HSE excellence.
