Senior Quantity Surveyor / Assistant Contract Manager

Responsible for managing project costs, contracts, and procurement for petrol station construction and fuel‑system–related works. Ensures projects are delivered within budget, in compliance with standards, and aligned with client and regulatory requirements.

Key Responsibilities
  • Cost Estimation & Budgeting: Prepare detailed cost estimates and budgets for petrol stations, including tanks, piping, structural works, canopies, electrical systems, and forecourt components. Review tenders, assess risks, and maintain accurate cost forecasts throughout the project.
  • Procurement Management: Oversee procurement of fuel‑system equipment (dispensers, STP, tanks, pipes, ATG), civil and M&E works. Develop procurement strategies, negotiate with vendors, and ensure materials comply with oil & gas specifications.
  • Contract Administration: Manage contract execution for main contractors and specialist fuel contractors. Ensure compliance with terms, handle variations, and resolve cost/time claims.
  • Value Engineering & Cost Control: Track project expenditures and implement cost‑saving measures without compromising safety or compliance (NFPA, DOSH, SIRIM, local authority requirements). Conduct value engineering for civil, structural, and fuel-system components.
  • Risk Management: Identify cost and construction risks relating to underground works, fuel systems, hazardous areas, and regulatory compliance. Update risk registers and propose mitigation strategies.
  • Cost Reporting: Prepare cost reports, cash flows, and financial updates for management and clients.
  • Final Accounts & Payments: Manage measurements, valuations, variation claims, and settlement of final accounts with contractors and suppliers.
  • Team Management & Mentorship: Guide junior QS staff, review their work quality, and provide technical support on petrol station–related QS tasks.
  • Client Liaison: Maintain strong relationships with oil companies, consultants, and authorities. Provide advisory on project costs, contractual matters, and compliance requirements.
  • Legal & Regulatory Compliance: Ensure adherence to legal, safety, and industry standards (e.g., fire safety, environmental laws, hazardous materials handling).
Requirements
  • Degree in Quantity Surveying, Civil Engineering, or a related field
  • Minimum 10 years’ experience in Quantity Surveying; experience in petrol station construction or oil & gas retail projects is an added advantage
  • Strong knowledge of construction contracts and fuel system components
  • Excellent negotiation, communication, and analytical skills
  • Proficient in QS software and Microsoft Office applications
