Senior Monitoring and Evaluation Assistant

IOM Malaysia delivers a broad range of initiatives on regular pathways, migrant protection and assistance, immigration and border governance, counter trafficking, labour migration, business and human rights.

Under the overall supervision of the Chief of Mission (CoM) and direct supervision of the Programme Support Officer; and, in collaboration with relevant units at the Malaysia Mission, the successful candidate will assist in the Information Management (IM) and Monitoring and Evaluation (M&E) of all programme activities. The incumbent will assist in programme compliance with M&E standards, quality assurance, and IOM and donor requirements.

Responsibilities and Accountabilities
  • Assist in the implementation of the Country M&E Framework by providing support to IOM staff across units and sub-offices on the use and application of standardized M&E tools and processes.
  • Collaborate closely with IM & M&E field counterparts to oversee the monitoring of targets and indicators as per the established M&E Frameworks and work plans. Facilitate the implementation of standardized M&E tools within the projects’ area of responsibility (AoR).
  • Develop plans and support the implementation of M&E activities, such as baseline/endline assessment, post-distribution monitoring, real-time, mid-term and final evaluations, lessons-learned workshops, and programmes/projects reviews, in close coordination with relevant units.
  • Develop and review M&E reports and provide relevant feedback to inform the senior management about the status and progress of projects and programmes in the Mission.
  • Draft specific components for the preparation of donor reports to support timely reporting and compliance with donor regulations and obligations, as well as in the report finalization process with Regional Office and/or Headquarters.
  • Facilitate the mid-term and final internal and external evaluations. Support the evaluation processes, including ToR design, Request for Expression of Interest, evaluation inception meetings, implementation, and dissemination phase. Contribute to organizational learning by ensuring that management responses, evaluation learning briefs, dissemination meetings are conducted, and arrange that evaluation reports are disseminated to main stakeholders and donors in line with the policy of disclosure, and where relevant, are made public.
  • Contribute to the resource mobilization efforts by providing necessary technical M&E input into funding proposals, such as development of M&E plans and strategies and logical frameworks.
  • Provide technical inputs in the development and/or implementation of special assessments, mini-evaluations, surveys, and/or operational research.
  • Contribute to institutional learning by leading participatory review processes, documenting relevant information, and consolidating reports, lessons learned, and best practices on the Mission’s portfolio of programmes and projects.
  • Maintain user-friendly knowledge management system for the Mission, ensuring the most up-to-date information is accessible to the PSU and senior management.
  • Support regular capacity building of project staff and Implementing Partners (IPs) in the field to promote adherence with implementation standards, enhance reporting awareness, and refine data collection methods.
  • Establish and maintain Accountability to Affected Population (AAP) complaints and feedback mechanisms (CFMs) and standard operating procedures (SOP) in line with the internal IOM policy and/or existing inter-agency collective AAP framework. Develop clear referral pathways for programme feedback, ensuring timely action within IOM teams.
  • Keep abreast of internal frameworks for Monitoring, Evaluation, Accountability and Learning (MEAL) and Results Based Management (RBM) developments to strictly comply with processes and strategies, such as the IOM Global M&E Strategy and Guidelines, Strategic Results Framework, and PRIMA-for-all standards.
  • Undertake duty travel to oversee field monitoring and evaluation activities.
  • Perform such other duties that may be assigned.
Required Qualifications and Experience
  • Bachelor’s degree in Political or Social Sciences, International Relations, Information Management, Statistics, Data Science or related fields from an accredited academic institution with three years of relevant professional experience, its equivalent or higher
  • Experience; Experience in Information Management and/or Programme Monitoring and Evaluation in Malaysia context, an asset.
  • Experience in IM/M & E development and implementation, information analysis and report writing, required.
  • Proven ability to consolidate and validate information from multiple sources.
  • Proven ability to work with basic data management, analysis, and presentation software, e.g. Microsoft PowerPoint and Excel, a must.
  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations.
  • Experience in working with migrants, refugees and other vulnerable groups; and,
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.
  • Skills; Strong research and analytical skills, with the ability to interpret data and identify policy-relevant insights.
  • Strong writing and reporting skills, with the capacity to produce clear, concise, and structured outputs.
  • Effective stakeholder engagement and coordination skills.
  • Knowledge of migration and labour mobility issues, including familiarity with refugee contexts and ethical considerations is an advantage.
