The Senior Manager, Special Projects, Planning & Development is responsible for overseeing the planning, design, and execution of large-scale highway expansion projects. This role requires strong leadership & project governance, technical expertise in civil engineering and transportation infrastructure, and the ability to coordinate multidisciplinary teams to deliver safe, sustainable, and cost-effective.
- Develop comprehensive project development frameworks including, project objectives and scope, resources required, timeline, financial assumptions
- Lead and coordinate with internal business units for each stage of the development of the project proposals, upon obtaining approval for the proceed
- Identify key project risks early and establish preliminary mitigation strategies (environmental, technical, social, financial).
- Prepare terms of reference (TOR), scope of services, and technical requirements for design consultants. Works closely with procurement team on the selection of consultants, including evaluation of proposals and obtaining approval (internally/externally)
- Provide continuous direction and oversight to project team throughout concept design, preliminary engineering design and detailed design stages
- Conduct regular multidisciplinary design elements coordination meetings to ensure compliance to national highway standards, design manuals, highway operations & safety requirements, constructability and project-specific criteria.
- Evaluate engineering alternatives and recommend optimal design solutions with sustainability elements incorporated in the design
- Coordinate stakeholder workshops, including Value Assessment and Value Engineering;
- Attend meetings with stakeholders and present proposals, findings and recommendations
- Review value engineering proposals and incorporate cost-effective design changes.
- Review and approve consultant deliverables including design drawings & calculation; traffic impact assessments reports; road safety audit reports, project costings, and other relevant studies/reports
- Ensure early identification of land requirements and coordinate with land acquisition/ survey teams to prepare ROW maps, property impact assessments, and compensation plan.
- Conduct design handover workshops with internal construction teams and relevant project team.
- Prepare monthly and quarterly project development progress reports for top management, Board, Government, as necessary
Requirements
- Bachelor’s/Master’s in Civil Engineering, Construction Management, or related field.
- Minimum 10 years experience in large-scale infrastructure projects (highways, expressways preferred).
- Proven leadership in planning, tendering, and construction for government/PLUS projects
- Ability to set the vision, define project strategy, and align stakeholders (government, contractors, consultants).
- Deep understanding of construction methodologies (highways, bridges, tunnels, etc.).
