A leading digital transformation agency in Penang is seeking a Senior Manager of Finance, HR & Administration. This role requires at least 10 years of experience in finance and compliance. Responsibilities include overseeing financial governance, managing budgets, and ensuring HR compliance. Ideal candidates are strong in analytical skills and are bilingual in Bahasa Melayu and English. This position plays a pivotal role in driving the agency's mission for digital transformation.
The Senior Manager of Finance, HR & Administration is a key strategic leadership role responsible for overseeing and optimising the organisation’s core operational and financial functions. A primary focus of this role is to ensure strong financial governance, including financial planning and budgeting, statutory and management reporting, audit coordination, internal control compliance, and risk management. Beyond finance, the role also provides leadership in human resource operations, administrative management, facilities oversight, governance reporting, and stakeholder coordination.
Reporting directly to the CEO, the incumbent ensures smooth day‑to‑day operations while driving strategic initiatives that strengthen organisational accountability and support the agency’s mission to lead the state’s digital transformation agenda. The role is also responsible for enhancing operational excellence through effective SOP implementation, staff capability development, and coordinated engagement with government entities and strategic partners.
Lead and oversee the organisation’s financial compliance framework to ensure adherence to statutory requirements, internal policies, and governance standards.
Manage the annual budgeting process, including preparation, consolidation, variance analysis, and ensuring alignment with organisational priorities.
Oversee quarterly financial reporting to the Board of Directors, ensuring accuracy, transparency, and timely submission.
Support and coordinate the annual audit process (financial, internal, compliance) in collaboration with the Finance team and external auditors.
Review and monitor financial controls, risk management practices, procurement compliance, and expenditure approvals to safeguard organisational integrity.
Provide compliance advisory to management on financial governance, internal control gaps, and mitigation measures.
Oversee HR operations with a strong focus on compliance with the Employment Act, Industrial Relations, HR policies, and internal governance requirements.
Review HR‑related SOPs and recommend improvements to strengthen compliance and operational efficiency.
Supervise and guide the preparation of quarterly updates to the Board of Directors.
Ensure timely and precise reporting to key stakeholders including the Board, Exco, Chief Minister Incorporated (CMI), and State Secretary Office (SUK).
Maintain effective liaison and coordination with government entities and strategic partners including Chief Minister Office, CMI, SUK, Board of Directors, State Executive Council (Exco).
Support the CEO in the preparation of policy papers and project proposals.
Contribute to organisational planning and strategic execution.
Oversee day‑to‑day operational processes, including the upkeep and maintenance of building facilities, as well as other logistical and administrative support functions.
Responsible for reviewing and enforcing Standard Operating Procedures (SOPs) to ensure efficient and standardised operations.
Minimum 10 years’ professional experience in finance, compliance and internal audit/corporate audit.
Demonstrated experience in budgeting, financial reporting, internal controls, audit preparation and support, and compliance with statutory and governance requirements.
Experience in human resources, operations, and administration management is an added advantage.
Demonstrated strong analytical, critical thinking, and problem‑solving capabilities, with the ability to provide informed advisory on financial compliance matters and organisational risk management including board level or government stakeholder engagement.
Candidates with prior experience in senior leadership or managerial roles, especially in GLCs or in working with government entities, will have an added advantage.
Knowledgeable in technology trends and digital transformation efforts.
Fluent in both Bahasa Melayu and English, spoken and written.
Comfortable with public speaking and communicating both verbally and in writing.
Diploma/Bachelor’s Degree in Accounting, Finance, Business Administration, Economics, Public Administration, or a related field.
Professional qualifications in accounting or audit such as CIA (Certified Internal Auditor), ACCA, CPA, or CIMA are highly preferred and will be an added advantage.
