The Learning & Development Senior Manager will be a key driver in executing the organisation's vision and mission by serving as a strategic Learning Business Partner and expert in Learning Design & Talent Analytics with a solid background in Learning Operations & Governance. This role requires analysis of learning and development needs and subsequent deployment of appropriate learning initiatives across all levels of the organisation using proven methods and tools. The ideal candidate demonstrates capability in managing both internal and external stakeholders, facilitating learning sessions, and implementing strategic learning initiatives with minimal supervision. The successful candidate will report to the Head of Employee Development.

Responsibilities
  • Learning Business Partnering

    Strategic Business Alignment & Impact: Act as a strategic partner to business units, identifying and addressing learning needs that directly support organisational and business strategies.

  • Targeted Divisional Development & Program Rollout

    Design and implement targeted learning and development programs to address specific divisional needs and facilitate large-scale program rollouts.

  • Learning Needs Management & Stakeholder Engagement

    Conduct comprehensive training needs analyses and provide expert consultancy to business partners. Manage relationships with internal and external stakeholders, including HR Business Partners and senior leadership.

  • Compliance & Certification

    Ensure all learning initiatives adhere to relevant compliance and certification requirements, including regulatory bodies.

  • Learning Design & Talent Analytics

    Instructional Design & Content Excellence: Curate and review content design and development of effective learning programs, content, and curriculum. Create engaging and impactful training materials for both soft skills and technical skills.

  • Assessment & Delivery Effectiveness

    Develop and implement robust assessment methods to evaluate the effectiveness of learning interventions and ensure alignment with strategic outcomes.

  • Learning Data & Analytics Insights

    Utilise data effectively, including Workday and other analytics tools, to measure the impact of learning initiatives and inform future development strategies.

  • Talent Program Management & Innovation

    Support the organisation's talent management agenda by developing and implementing innovative talent programs and special projects.

  • Operational Efficiency & Service Delivery

    Lead process improvement initiatives to enhance the efficiency of the L&D function including but not limited to areas within learning operations, vendor management and stakeholder management.

  • Regulatory Compliance & Audit Preparedness

    Ensure all learning activities comply with regulatory requirements. Respond to internal and external audit requests and maintain appropriate documentation.

  • Vendor & Financial Management

    Ensure training budgets, control costs, and ensure appropriate utilisation of funds such as the Staff Training Fund (STF) with AICB and the HRD Corp levy.

Qualifications and Experience
  • Full-cycle of L&D expertise from strategy to execution including but not limited to training and development needs analysis, online and offline content design and development, programme curation, demonstrated experience with delivery and implementation, review and evaluation, with a preference for experience in financial services.
  • Minimum 8 - 10 years of HR learning and development and talent management.
  • Demonstrated expertise in delivering engaging training sessions, professional presentations, and curating effective digital learning content.
  • Expert in stakeholder and vendor relationship management.
  • Familiarity with HRIS/LMS platforms and Workday is required.
  • Adept at working with regulatory bodies related to L&D.
