Company Description

Dynaciate Engineering Sdn Bhd, established in May 2002, specializes in construction, engineering, and fabrication work, with a strong emphasis on engineering-focused activities. Initially focusing on minor repair and maintenance, the company expanded its operations to include plant, facility, and building construction as well as steel fabrication for various industries, including Oil & Gas. With fabrication workshops located in Pasir Gudang and Gebeng covering approximately 23,900 sqm, Dynaciate ensures efficient project execution. The company also operates in Singapore and has a sales and marketing office in Puchong, Selangor, to serve customers across diverse locations.

Role Description
1. Payroll Administration
  • Manage and process monthly payroll for staff and workers, ensuring accuracy in salary computation, overtime, allowances, deductions, and bonuses.
  • Verify attendance, timesheets, and overtime records in coordination with site HR representatives or supervisors.
  • Ensure compliance with all statutory contributions such as EPF, SOCSO, EIS, PCB, HRDF, and income tax submissions.
  • Maintain and update payroll database and employee records in HR system (e.g., EMPLX, SQL Payroll, or similar software).
  • Prepare and submit monthly payroll reports and management summaries.
2. HR Operations & Employee Management
  • Handle day-to-day HR functions, including employee onboarding, confirmation, transfer, resignation, and exit processes.
  • Maintain employee personal files, records, and HR documentation in proper order.
  • Support the implementation of HR policies, procedures, and code of conduct across all departments.
  • Manage employee queries related to payroll, leave, and benefits with professionalism and confidentiality.
3. Statutory & Compliance
  • Ensure all HR and payroll activities comply with Employment Act 1955/Sarawak Labour Ordinance / The Labour Ordinance of Sabah,Industrial Relations Act, and Company HR policies.
  • Liaise with government bodies such as KWSP, PERKESO, LHDN, HRD Corp, and JTK as needed.
  • Prepare annual EA forms, E forms, and other payroll-related statutory documents.
  • Assist in internal and external HR audits.
4. Administration Support
  • Oversee general administrative matters such as office maintenance, stationery, hostel or transportation arrangements (if applicable).
  • Coordinate with procurement, IT, and site admin teams for smooth HR and admin operations.
  • Support management in organizing staff engagement activities, training sessions, and company events.
5. Reporting & Coordination
  • Provide regular reports on payroll cost, headcount, leave, and HR analytics to management.
  • Support HR Manager in manpower planning, budgeting, and recruitment when required.
  • Supervise and guide junior HR or admin staff in daily operations.
Qualifications
  • Diploma or Bachelor’s Degree in Human Resource Management, Business Administration, Accounting, or related field.
  • Minimum 5 years of working experience in HR and payroll administration, preferably in a construction, engineering, or manufacturing industry.
  • Proven experience handling end-to-end payroll processing for both staff and foreign/local workers.
  • Familiar with multi-site payroll coordination and managing a large workforce.
  • Proficient in HR and payroll software (e.g., EMPLX, SQL Payroll, HR2000, SAP, or similar systems).
  • Strong knowledge of Employment Act 1955 / Sarawak Labour Ordinance / The Labour Ordinance of Sabah, Industrial Relations Act, and all relevant statutory requirements (EPF, SOCSO, EIS, PCB, HRD Corp, and LHDN).
  • Ability to prepare management payroll reports, analyze payroll data, and ensure compliance with tax and audit requirements.
  • Proficient in Microsoft Excel, including formulas, pivot tables, and data verification.
  • Experience in HR documentation, employee database management, and leave management systems.
  • Must be familiar with audit documentation and payroll compliance reporting.
